On May 26 morning, in response to the Vietnam Electronic Newspaper VTC News, a representative of Son Hai Corporation (Son Hai Group) said that the corporation has just sent a document to the Binh Phuoc Province Investment Construction Project Management Board, protesting the results of the bid selection for the construction package of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway.

According to the document, on March 17, 2025, the investor organized an open online bid for the package worth VND 880.7 billion. The participating bidders included Son Hai Corporation, CIENCO4 Corporation, IB2500057961 Expressway Joint Venture, Binh Phuoc Expressway Joint Venture, and Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway Joint Venture.

“We were surprised that on May 22, 2025, the investor selected the bidder with the highest bid price, the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway Joint Venture, to win the bid. The bidders that the investor has eliminated are leading enterprises in Vietnam’s transport infrastructure development, including CIENCO4 Corporation, Vietnam Construction and Import-Export Corporation (Vinaconex), Deo Ca Construction Corporation, and Son Hai Corporation. All were disqualified by the investor for failing to meet the technical requirements of this package,” the document from Son Hai Group stated.

Son Hai Group also stated that they have completed many key projects in Vietnam, much larger in scale than the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway.

“For this project, we have committed in our E-HSDT to the longest warranty period of 10 years, offered the lowest bid price, and would save the state budget the most amount of money. Despite this, the investor did not choose us as the winning bidder,” the group’s representative said.

Son Hai Group believes that the investor’s decision goes against bidding regulations, resulting in significant state budget losses of over VND 113 billion. They have voiced their opposition to the investor’s decision and sent a petition to the Binh Phuoc Provincial People’s Committee for resolution according to the Bidding Law. They have also sent documents to relevant agencies for consideration and clarification.

The Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway is 70km long and passes through three provinces: Ho Chi Minh City, Binh Duong, and Binh Phuoc. With a total investment of VND 25,000 billion, it is a key transport infrastructure project of great importance to the socioeconomic development of the Eastern South region.

The section passing through Binh Phuoc Province is approximately 6.6km long, with a designed speed of 100km/h and a scale of four lanes. The starting point is at the border with Binh Duong Province, and the endpoint is in Chon Thanh Town, with a total cost of VND 1,474 billion. Of this, VND 1,000 billion is expected to come from the central budget, and the remaining from local budgets.

The project is scheduled to be implemented from 2024 to 2026. In 2024, activities will include investment preparation, approval of investment policies, feasibility studies, contractor selection, and construction commencement. In 2025-2026, construction will continue, with the aim of completing and putting the project into operation by the end of 2026.
