
On May 27th, Hoang Mai – Hanoi Construction Investment Company coordinated with relevant agencies to organize a ceremony to restart the 2.5 Ring Road project from Dam Hong to National Highway 1A (Hoang Mai district).

The 2.5 Ring Road project from Dam Hong to National Highway 1A is invested in the form of a BT contract (build-transfer) with a length of 1.6 km and a total investment of over VND 1,300 billion. The project started in 2014 and was expected to be completed by 2017.

By 2020, the project was halted due to site clearance issues and an extension of the BT contract annex. By the time of the suspension, the project had only reached about 40% completion.

Facing these challenges, the investor hopes for coordination and support from the city and local authorities to resolve them.

The construction of the L3 bridge over the Lu River belongs to Package 2. So far, the contractor has constructed 20 bored piles, all bridge piers, and beams. The bridge abutments and other remaining items of the bridge have not been constructed yet.

Due to delays, many areas within the project have become dumpsites for construction waste. Voters in Hoang Mai district have repeatedly reflected this situation to the National Assembly delegation, the municipal People’s Council, and the district People’s Council.

Earlier this year, the Hanoi People’s Committee chaired a meeting with relevant departments to address the project’s obstacles. On February 24, the Hanoi People’s Committee issued Decision No. 902/QD-UBND on authorizing the signing of an annex to the build-transfer (BT) contract for the investment project to build the 2.5 Ring Road (Dam Hong – National Highway 1A) in the form of a BT contract.

According to the plan, the project will be completed in 2025, in sync with the progress of the Kim Dong – Giai Phong tunnel project. Upon completion, the road is expected to reduce congestion, connect urban areas, and enhance traffic flow between inner districts.
