After more than two years of construction, the 4-kilometer-long Tran Quoc Hoan – Cong Hoa road officially opened on April 19, 2025, providing a new connection to Tan Son Nhat International Airport’s T3 terminal. However, the important underground tunnel project at the intersection of Truong Chinh and Tan Ky Tan Quy has yet to commence construction.

This tunnel, known as Package 14 of the Tran Quoc Hoan – Cong Hoa road project, is under the management of the Ho Chi Minh City Transport Works Construction Investment Management Authority (HCMC Transport Authority). According to the design, the structure is approximately 275 meters long, including a 35-meter enclosed tunnel section and two 120-meter open sections on either side. The tunnel has a cross-section of about 10.5 meters and facilitates one-way traffic from Au Co to An Suong. The investment for this project alone is estimated at VND 450 billion.
Despite being design-ready, the tunnel construction is stalled as the entire construction area falls within the scope of the Truong Chinh road expansion project (from Cong Hoa to Au Co), which is currently in the investment policy adjustment phase. Consequently, land compensation and clearance cannot be separated and must await synchronization with the progress of the road expansion project.
A representative from the HCMC Transport Authority stated that initiating the tunnel construction would require simultaneously addressing planning adjustments, land clearance, and the Truong Chinh road expansion. This synchronization is the primary reason for the delay in commencing construction.

In addition to land issues, the design of the Truong Chinh – Tan Ky Tan Quy tunnel needs adjustment to avoid conflicting with the planning of Metro Line 2 (Ben Thanh – Tham Luong), especially the station near the intersection of Cong Hoa and Truong Chinh. As the tunnel is expected to pass through Cong Hoa road, near the Truong Chinh intersection, its design must be integrated to form a multi-layered transport hub connecting the metro and road networks.
Only when the metro station design is finalized can the parties agree on the final plan for the tunnel, ensuring no infrastructure conflicts and facilitating future transport connections.
According to plans, Ho Chi Minh City aims to open the Truong Chinh – Tan Ky Tan Quy tunnel before 2028. Upon completion, the project will significantly improve congestion at the city’s northwestern gateway and enhance access to the T3 terminal from Truong Chinh, Cong Hoa, and C12 directions.
While awaiting the tunnel construction, the Ho Chi Minh City Department of Construction has assigned the Road and Bridge Infrastructure Management Center to study the possibility of opening the intersection of Cong Hoa and C12. This temporary solution will allow vehicles from Truong Chinh and Cong Hoa to turn left onto C12 towards the T3 terminal. The project is expected to be completed by June 2025.
In parallel, Ho Chi Minh City also plans to expand the Truong Chinh road section from Cong Hoa to Au Co, with a length of 765 meters. The current 10-12 meter road will be widened to 60 meters, involving an investment of approximately VND 4,500 billion, of which land clearance costs account for about VND 1,750 billion. This project is expected to be implemented from 2025 to 2028.
Simultaneously, the Tan Ky – Tan Quy road section from Cong Hoa to Le Trong Tan will also be upgraded from 8 meters to 30 meters to accommodate six lanes of traffic. The total investment for this project is estimated at VND 1,600 billion. The improvement of these roads is expected to relieve traffic pressure in the northwestern gateway area of the city.
