Reasons Behind Son Hai Group’s Disqualification from the 880 Billion Dong Expressway Project

Son Hai Group, which submitted the lowest bid among the participating contractors for the expressway project in Binh Phuoc province, was disqualified due to “failure to meet technical requirements.” The group immediately issued a statement protesting the results.

Established in 1998 and headquartered in Quang Binh, Son Hai Group has a long history in the construction industry.

According to the business registration updated in May 2024, the group’s chartered capital was nearly VND 2,366 billion, including nearly VND 2,055 billion in cash and over VND 311 billion in land-use rights value.

The shareholders included Mr. Nguyen Viet Hai, who contributed VND 2,363.8 billion (99.9% of the contribution), and Mr. Le Thanh Huong, who contributed VND 2.1 billion (nearly 0.1% of the contribution).

At that time, Son Hai Group had six legal representatives: Mr. Nguyen Thanh Hai (DOB 1985) as Director; Mr. Hoang Minh Truong (DOB 1948) as Vice Director; Mr. Ngo Minh Ngoc (DOB 1987) as Director; Mr. Nguyen Viet Vuong (DOB 1994) as General Director; Mr. Nguyen Viet Hai (DOB 1966) as Chairman of the Board of Directors; and Mr. Le Thanh Huong (DOB 1994) as Director.

By the end of May 2024, Son Hai Group had increased its chartered capital to over VND 4,478 billion. Mr. Nguyen Viet Hai contributed VND 4,476 billion, and Mr. Le Thanh Huong contributed VND 2.1 billion. All contributions were made in cash. Mr. Nguyen Viet Vuong was no longer on the list of legal representatives of the enterprise.

Currently, according to the National Business Registration Portal, Son Hai Group has four legal representatives: Mr. Nguyen Viet Hai, Mr. Le Thanh Huong, Mr. Nguyen Thanh Hai, and Mr. Ngo Minh Ngoc.

Over the years, Son Hai Group has successfully secured over 20 major contracts and is renowned for its high-quality construction and warranty commitments.

Since 2014, the group has stood out by offering a five-year warranty for the roads it constructs, while other units typically offer only one to two years of warranty. In late 2022, Son Hai Group proposed to the Ministry of Transport to extend the warranty to ten years for the sections of the expressway constructed by the group.

The group has been involved in several large-scale projects, including the National Key Project of Ta Trach Lake (Thua Thien Hue), Tan My Lake (Ninh Thuan), and Ngàn Truoi Lake (Ha Tinh). They have also secured contracts for the XL-01 Nghi Son – Dien Chau expressway, the XL-07 Cam Lo – La Son expressway, and the XL-10 Mai Son – National Highway 45 expressway.

In addition to construction, Son Hai Group has been approved by Quang Binh province as the investor for the Nam Cau Dai Urban Area project in Phu Hai ward, Dong Hoi city. The project has a total investment capital of VND 2,200 billion.

According to 2023 data, Son Hai Group recorded a revenue of over VND 4,000 billion.

Recently, in April, Son Hai Group, in a joint venture with Dai Quang Minh Real Estate Investment Joint Stock Company, won the bid for the DAU GIAY – TAN PHU expressway BOT project, with a total investment of VND 8,496 billion. The 60.2km route passes through Thong Nhat, Xuan Loc, Dinh Quan, and Tan Phu districts of Dong Nai province, with an expected construction period of 24 months.

A month earlier, Son Hai also won Bid Package No. 01XL for the construction of the Phu Yen coastal road (Tuy An – Tuy Hoa) with a bid price of nearly VND 891 billion, 12.5% lower than the initial estimate. The project has a total investment of VND 2,228 billion, a road width of 42m, and a design speed of 60km/h.

In 2024, the Vietnam Airports Corporation – Joint Stock Company (ACV) invited bids for Package No. 4.7 “Construction and Installation of Aircraft Parking Apron, Passenger Terminal, and Other Works” for the Long Thanh International Airport Project, Phase 1. The package was valued at VND 6,368 billion.

In this bidding process, a consortium involving Son Hai Group was disqualified because one of the consortium members had not paid an annual account maintenance fee of VND 330,000. The consortium, including Son Hai Group, offered a bid that was approximately VND 416 billion lower than that of its competitor.

The consortium expressed their disagreement with ACV’s decision but ACV stood by the bidding results.
