Reasons Behind the Exclusion of Son Hai Group from the 880 Billion Dong Expressway Project
Regarding the controversy over Son Hai Group’s protest letter against the contractor selection results for the construction project of the Ho Chi Minh City-Thu Dau Mot-Chon Thanh Expressway through Binh Phuoc province, the investor has recently submitted an explanatory report to the Binh Phuoc Provincial People’s Committee.
According to the report by the Binh Phuoc Province Construction Project Management Board (PMU), the construction project of the Ho Chi Minh City-Thu Dau Mot-Chon Thanh Expressway through Binh Phuoc province was approved in Decision No. 1931/QD-UBND dated December 12, 2024. The design drawings were approved in Decision No. 42/QD-BQLDA dated February 21, 2025, and adjusted in Decision No. 48/QD-BQLDA dated March 5, 2025.
The plan for contractor selection was approved in Decision No. 233/QD-UBND on February 11, 2025, with the package being applied for open bidding through the national online bidding system.
The consulting unit for preparing the tender documents and evaluating the bids was Van Phu Joint Stock Consulting Company, and the expert group was established by the consulting unit.
On February 24, the PMU approved the tender documents for the above package on the national online bidding system (in Decision No. E 2500057961_2502242347 dated February 24, 2025, and approved the amendment in Decision No. E2500057961_2503061019 dated March 6, 2025) and has issued invitation for bids on the national online bidding system since the approval date.
By March 17, five contractors participated in the online bidding. They were Son Hai Group Joint Stock Company, Cienco 4 Joint Stock Corporation, IB2500057961 Expressway Joint Venture (including Dong Thuan Ha Joint Stock Company, Deo Ca Joint Stock Construction Company, and Hai Dang Joint Stock Company), Binh Phuoc Expressway Joint Venture (including Dai Phong Infrastructure Construction Joint Stock Company, Vietnam Export-Import and Construction Corporation, and Lu Gia Electrical Machinery Joint Stock Company), and HCM-TDM-CT Expressway Joint Venture (including Truong Son Construction Corporation and NTV Thanh Phat Trading Services Construction Company Limited).

According to the PMU, during the process of evaluating the bids, there were some clarifications that the Board carried out in accordance with regulations, while also seeking opinions from relevant agencies. Responses were received from the Bidding Management Department, the Economics and Investment Management Department, and the Vietnam Register.
On May 6, the expert group submitted an evaluation report on the national online bidding system as prescribed. Based on this report, the PMU organized an appraisal and approved the contractor selection results on the national online bidding system. The results were also publicized on the same system.
Regarding Son Hai Group’s objection to the contractor selection results, the PMU stated that by the end of the working day on May 26, the unit had not received any official complaints from Son Hai Group either by mail or through the national online bidding system.
Currently, the contractor selection results have been announced on the national online bidding system, along with the attached comprehensive evaluation report from the expert group.
Earlier, on the morning of the same day, Son Hai Group’s fanpage and several social media platforms posted a protest letter from Son Hai Group to the Binh Phuoc PMU, objecting to the contractor selection results for the Ho Chi Minh City-Thu Dau Mot-Chon Thanh Expressway project through Binh Phuoc province.
In the letter, Son Hai Group stated that their company was one of the five bidders for this package, offering the lowest bid (over 732 billion VND). However, the announced results showed that the winning bid belonged to a joint venture with a higher bid (over 866 billion VND).
