Efforts to Expedite Land and Property Rights Certification in Ho Chi Minh City

The Department of Agriculture and Environment of Ho Chi Minh City has been actively working to accelerate the process of issuing land-use rights and asset ownership certificates (pink book) for housing projects. Since 2021, several plans have been implemented to facilitate this process.

Ho Chi Minh City authorities are working diligently to resolve issues and grant pink books to homebuyers in housing projects.

The City Land Registration Office has organized nearly 30 meetings of the Task Force 5013 to address challenges and remove obstacles in the procedure of granting pink books to organizations and individuals across 116 projects. This encompasses a total of 95,805 apartments, houses, land plots, officetels, and 655 parking spaces for homebuyers.

Out of these, 90 projects have been cleared for pink book applications, resulting in the resolution of 65,762 houses and the provision of 655 parking spaces to homebuyers. However, 26 projects are awaiting the resolution of financial obligations and infrastructure handover issues before pink books can be issued.

Among the 116 projects discussed during these meetings, 40 were specifically addressed due to petitions and complaints.

In the first five months of 2025 alone, the department received 10,125 pink book applications, successfully processing 8,352 of them on time. The City Land Registration Office has also issued tax transfer receipts for 11,860 applications this year, including 6,306 new applications and 5,554 carried over from the previous year. Of these, 5,353 applicants have already paid the registration fee, while the office awaits proof of payment from the remaining 6,507 homebuyers.

Over the past decade, from 2015 to 2024, the city’s authorities issued 172,619 pink books for housing development projects.

To ensure the timely issuance of pink books, the Director of the Department of Agriculture and Environment has instructed the Director of the City Land Office to rectify and improve the timely processing of applications by the Land Registration Office. A comprehensive review and specific plan are being implemented to clear the backlog of applications by June 30, 2025. The office aims to issue 38,000 pink books to homebuyers in housing projects, as per the plan announced in February 2025.
