On the evening of May 26, the Binh Phuoc Province’s Project Management Unit for Investment Construction reported to the Provincial People’s Committee on the process of selecting contractors for the construction package of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway, in the province.

According to the Binh Phuoc Province’s Project Management Unit for Investment Construction, the plan for selecting contractors was approved in Decision 233/QD-UBND dated February 11, 2025. The bidding documents were approved in Decision 42/QD-BQLDA dated February 21, 2025, and adjusted in Decision 48/QD-BQLDA dated March 5, 2025.

The construction package for the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway section in Binh Phuoc Province was open to domestic competitive bidding. The consulting unit for preparing the bidding documents and evaluating the bids was Van Phu Joint Stock Consulting Company, with a team of experts formed by the consulting unit.

On February 24, the Binh Phuoc Province’s Project Management Unit for Investment Construction approved the bidding documents for the construction package of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway section in the province on the National Bidding Network system, with adjustments approved on March 6, 2025. The bidding documents were issued on the National Bidding Network system from the time of approval.

On March 17, 2025, the package was opened online with the participation of five bidders: Son Hai Group Joint Stock Company; Cienco 4 Joint Stock Corporation; IB2500057961 Consortium (Dong Thuan Ha Joint Stock Company, Deo Ca Construction Joint Stock Company, and Hai Dang Joint Stock Company); Binh Phuoc Consortium (Ha Tang Dai Phong Joint Stock Company, Vietnam Export Import and Construction Corporation, and Luy Gia Electricity Mechanics Joint Stock Company); and HCM-TDM-CT Consortium (Truong Son Construction Corporation, NTV Thanh Phat Trading Services Construction Co., Ltd.).

During the evaluation of the bids, some clarifications were made, and the opinions of relevant agencies were sought. Responses were received from the Bidding Management Department on April 17, the Economics and Investment Management Department on April 29, and the Vietnam Register on May 5.

On May 6, the team of experts submitted their evaluation report on the National Bidding Network system as per regulations.

The Binh Phuoc Province’s Project Management Unit for Investment Construction affirmed that, up to this point, they have not received any official complaints from Son Hai Group Joint Stock Company, neither through official correspondence nor through the National Bidding Network system.

The results of the contractor selection have been announced on the National Bidding Network system, along with the comprehensive evaluation report of the expert team on the e-bidding documents. The management unit stated, “If bidders have any complaints about the evaluation of their e-bidding documents, they can refer to Articles 90 and 91 of the 2023 Bidding Law. If we receive any official complaints, we will follow the prescribed procedures to resolve them, ensuring compliance with legal regulations.”
