Minister of Home Affairs, Pham Thi Thanh Tra, has issued Official Dispatch No. 2560 on implementing Conclusion No. 155 by the Politburo and Secretariat regarding key tasks in organizing the apparatus and administrative units by June 30.

Accordingly, the Minister requested that the Deputy Ministers direct the units under their supervision to review their assigned functions and tasks, ensuring quality and progress without any delays.

The Minister assigned the Organization – Personnel Department to coordinate with relevant units to regularly monitor and update the number of civil servants and public employees who leave their jobs due to organizational restructuring. This information is to be proactively sent to the Ministry of Finance for budget allocation and timely supplementary funding for the payment of allowances to those who leave their jobs due to the restructuring.

Simultaneously, a review and assessment of the impact of policies on civil servants, public employees, and workers affected by the restructuring, especially those from ethnic minorities and religious backgrounds, should be conducted.

The Minister of Home Affairs also requested the urgent development of a decree on policies to support non-professional staff at the commune level, to be submitted to the Government before May 30.

The Minister of Home Affairs assigned the Local Government Department to promptly advise competent authorities on issuing one resolution of the National Assembly Standing Committee and four government decrees guiding the implementation of the Law on Local Government Organization (amended).

At the same time, the department should closely coordinate with the Committee for Legal Affairs and Judiciary to appraise one proposal for the rearrangement of administrative units at the provincial level and 34 proposals for the rearrangement of administrative units at the communal level. These proposals are to be submitted to the National Assembly Standing Committee and the National Assembly for approval, providing a basis for local deployment to ensure the operation of communal-level units from July 1 and provincial-level units after August 30.

The Civil Servant – Public Employee Department was also assigned to promptly advise on the issuance of seven decrees and one circular providing detailed guidance on the implementation of the Law on Civil Servants (amended), ensuring that the guiding documents come into force simultaneously with the law.

Conclusion No. 155 by the Politburo and Secretariat assigns the Party Committee of the Government to lead and direct the Party Committees of the Ministry of Finance and the Ministry of Home Affairs to promptly allocate budgets and supplementary funds. They are also tasked with guiding localities, agencies, and units to promptly disburse allowances for civil servants, public employees, and workers who leave their jobs due to restructuring. Additionally, they are to promptly issue policies to support non-professional staff at the commune level.

Conclusion No. 157 by the Politburo assigns the Party Committee of the Government to lead and direct the following: The urgent completion of the draft decree on decentralization and delegation of powers to local governments at two levels and the draft decree on the functions, tasks, powers, and organizational structure of specialized agencies under the People’s Committees at the provincial and communal levels, in accordance with the conclusions of the Politburo and Secretariat, especially the principle of decentralization and delegation…
