The Lao Cai – Hanoi – Hai Phong railway project is an ambitious venture with a total length of 390 km, traversing 9 provinces and cities, and boasting an investment of approximately 203,000 billion VND. Of this, a nearly 77-km stretch passes through Yen Bai province, specifically through Tran Yen and Van Yen districts and Yen Bai city.
In Van Yen district alone, the railway line extends for nearly 50 km, spanning 7 communes: Xuan Ai, Yen Hop, An Thinh, Tan Hop, Dong An, Chau Que Ha, and Chau Que Thuong.
Land acquisition and resettlement are key components of this project. Approximately 411 hectares of land will be acquired, impacting 1,645 households. Of these, around 600 households will require resettlement, underscoring the project’s complexity.

Location of Van Yen District, Yen Bai Province
To facilitate land acquisition, the People’s Committee of Van Yen district has issued documents and established task forces to inspect, review, and address any administrative violations related to construction in the affected communes. Additionally, a Council for Compensation, Support, and Resettlement has been established to handle compensation and resettlement matters, ensuring fair and transparent processes.
So far, 16 resettlement areas have been planned in Van Yen district alone to accommodate the affected households. Yen Bai province has identified the locations and scales of these areas and is currently in the process of surveying, measuring, designing, and clearing the sites. The goal is to ensure that these resettlement areas are ready for construction by the third and fourth quarters of 2025.
