
On May 26, impressive figures were announced at the conference reviewing civil judgment enforcement and monitoring of administrative judgment enforcement for the first six months of 2025 by the Ho Chi Minh City Department of Civil Judgment Enforcement.

According to the conference report, Ho Chi Minh City continues to lead the country in the volume of cases and money subject to judgment enforcement, with a total of 93,663 cases, a 16.59% increase compared to the same period in 2024. The total amount of money subject to judgment enforcement also increased significantly, exceeding VND 173,260 billion, a 27.48% surge.
Despite this enormous pressure, the entire Ho Chi Minh City civil judgment enforcement system has made remarkable efforts, achieving impressive results: in the first six months, 24,127 cases were enforced, reaching 45.49%, exceeding the set target by 3.54%. Financially, more than VND 20,217 billion was recovered, achieving 29.14%, surpassing the plan by 3.19%.

Notably, these figures were attained amidst challenges, including future-formed assets, prolonged legal entanglements, or objective difficulties such as disputed assets and complicated seizures.
Beyond routine civil judgment enforcement tasks, the Ho Chi Minh City civil judgment enforcement sector also focused on handling key cases, especially corruption and economic cases, and debt recovery for credit institutions, yielding positive outcomes.

In the “hotspot” of anti-corruption efforts, the Ho Chi Minh City civil judgment enforcement sector was tasked with handling 496 cases, involving nearly VND 74,000 billion in judgment enforcement. Thus far, VND 6,910 billion has been successfully recovered, achieving 27.81% in cases with enforcement conditions.
Specifically, out of the 42 cases under the Central Steering Committee’s supervision, with a total judgment enforcement amount of over VND 66,323 billion, VND 6,025 billion has been enforced.
Typical cases handled include the “Violation of Bidding Regulations with Serious Consequences” at the Ho Chi Minh City Department of Planning and Investment, AIC Company, and the Ho Chi Minh City Center for Biotechnology; and the case related to Dinh La Thang involving PVN’s contribution of VND 800 billion to OceanBank, which was coordinated through an entrustment with the Hanoi Department of Civil Judgment Enforcement.
The Ho Chi Minh City civil judgment enforcement agencies issued 1,430 enforcement decisions, including 23 cases involving force mobilization, a significant increase compared to the same period last year.
The well-coordinated system between the Department of Civil Judgment Enforcement and agencies such as the People’s Courts, People’s Procuracy, Public Security, and the Department of Natural Resources and Environment has effectively resolved bottlenecks in cases, ranging from house handover enforcement, asset auction sales to granting land use right certificates to auction winners.
Embracing Digital Transformation, Asserting Leadership
Speaking at the conference, Mai Luong Khoi, Deputy Minister of Justice, highly appreciated the outstanding achievements of the Ho Chi Minh City Department of Civil Judgment Enforcement in the first six months of 2025. According to him, the department’s highlight was its proactive leadership in overcoming difficulties, ensuring the progress and quality of judgment enforcement. Notably, the recovery of assets in “重点复杂” cases has yielded positive results.

Regarding the Truong My Lan case, Deputy Minister Mai Luong Khoi affirmed: “Judgment enforcement must be objective and fair, without any mistakes in any stage, from asset verification and seizure to disbursement to victims, to prevent ‘叠加案件’.”
For long-term orientation, Mr. Mai Luong Khoi suggested that Ho Chi Minh City should organize its apparatus, strengthen the team of enforcement officers and leaders, and promote its role as the “core” of the national civil judgment enforcement sector’s digital transformation. He emphasized that Ho Chi Minh City is not only the locality with the largest volume of cases but also a pioneer in applying technology in judgment enforcement, creating a model for the entire system’s transformation.

Mr. Dương Ngọc Hải emphasized that Ho Chi Minh City accounts for 11% of the total number of cases and 39% of the total amount of money subject to judgment enforcement nationwide. The large workload and complex cases require proactiveness, flexibility, and creativity in organization and implementation.

A notable example is the enforcement of the Truong My Lan case. Mr. Dương Ngọc Hải acknowledged that “if traditional manual methods were applied, it would have taken 20 years to complete. However, the Department of Civil Judgment Enforcement boldly applied information technology, utilizing electronic identification data through VNeID, enabling the transfer of money to tens of thousands of accounts with a single order. This demonstrates initiative, innovation in thinking and approach, contributing to a new phase in judgment enforcement that is more accurate, faster, transparent, and effective.”


Collectives and individuals receiving awards
Mr. Dương Ngọc Hải also acknowledged the effective coordination between the Ho Chi Minh City civil judgment enforcement agencies and departments, district-level People’s Committees, and Thu Duc City, especially in significant and sensitive cases related to corruption and economics.
At the conference, the Ho Chi Minh City Department of Civil Judgment Enforcement also announced the Ministry of Justice’s decision to honor the title of “Excellent Labor Collective” to the units under the local civil judgment enforcement sector and commend numerous individuals.
