On the morning of May 27th, as part of his state visit to Vietnam, French President Emmanuel Macron, together with Vice President Võ Thị Ánh Xuân, Minister of Health Đào Hồng Lan, Mr. Burak Pekmezci – General Director of Sanofi Vietnam, and Mr. Ngô Chí Dũng – Chairman and General Director of Vietnam Vaccine Joint Stock Company (VNVC), officiated the groundbreaking ceremony for the VNVC Vaccine and Biologics Factory.

The factory is expected to be operational by the end of 2027 and will gradually acquire technology transfers from Sanofi, France, to localize the production of important and new technology vaccines, meeting Vietnam’s immunization needs and participating in the global supply chain.

Earlier, on May 26th, VNVC and Sanofi Group (France) signed a technology transfer cooperation agreement witnessed by Chairman Lương Cường and French President Emmanuel Macron. The technology transfer agreement with Sanofi enables Vietnam to quickly access cutting-edge technologies while optimizing research and development activities to meet domestic demands and ensure national healthcare security.

What will the new vaccine factory offer?

The VNVC Vaccine and Biologics Factory has an initial investment scale of approximately VND 2,000 billion. The project is built on an area of over 26,000 m² in Phu An Thanh Industrial Park, Ben Luc District, Long An Province.

According to the plan, the factory will be designed and operated according to the strictest international Good Manufacturing Practice (GMP) standards, including EU GMP (Europe), FDA GMP (USA), and WHO GMP (World Health Organization).

Additionally, the factory will also comply with the Good Laboratory Practice (GLP) standards and the international AAALAC standards for animal research facilities, ensuring ethical treatment of laboratory animals. It will also adhere to international scientific ethics principles and other high standards for environmental protection, emission reduction, and adoption of green and smart factory construction technologies.

When operational by the end of 2027, the factory, with a total investment of approximately VND 2,000 billion, will gradually produce important, high-quality Sanofi vaccines, thereby meeting the domestic market’s demand for a large quantity of “Made in Vietnam” vaccines with assured quality and low cost. It also aims to export to other countries in the region.

The VNVC Vaccine and Biologics Factory is designed by the globally renowned Rieckermann Group (Germany), with over 130 years of experience in designing pharmaceutical, vaccine, and biologics manufacturing facilities. The factory has a capacity of up to 100 million vaccine doses per year.

In addition to focusing on production, the factory will also invest in constructing a Research and Development (R&D) Center with an area of 1,500 m². This center will specialize in researching and applying advanced vaccine and biologics production technologies, particularly mRNA vaccine technology.

The R&D Center of the factory also plans to collaborate with scientists, universities, and global pharmaceutical companies to conduct pre-clinical and clinical trials in Vietnam. This will provide Vietnam with early access to new drugs and vaccines globally and help meet the standards to shorten the time for product registration and licensing, ensuring timely service to the people.

According to Mr. Ngô Chí Dũng, Chairman and General Director of VNVC, having a large-scale factory producing hundreds of millions of doses of high-quality “Made in Vietnam” vaccines annually will help reduce costs and ensure a stable supply for the domestic market and even for exports.

VNVC’s leadership shared that the VNVC Vaccine and Biologics Factory would implement special policies to attract high-quality human resources globally in the fields of scientific research, vaccine and biopharmaceutical production, and advanced biomedical technologies. As a result, the factory will be ready to acquire and master cutting-edge biomedical technologies, such as mRNA technology applied in producing new vaccines, especially those expected to treat cancer.

Mr. Burak Pekmezci, General Director of Sanofi Vietnam, expressed his joy and pride in witnessing the inauguration of the VNVC Vaccine and Biologics Factory. The representative of the group stated that Sanofi anticipates that the VNVC factory, meeting global standards, will soon provide advanced vaccines, medicines, and effective disease prevention solutions to serve the Vietnamese people and patients.

Sanofi Group is currently one of the largest pharmaceutical manufacturers worldwide. In Vietnam, Sanofi supplies tens of millions of doses of high-quality vaccines, such as Hexaxim (6-in-1), Tetraxim (4-in-1), Adacel (3-in-1), Verorab (rabies), Menactra (meningitis), and Avaxim (hepatitis A). In fact, most of these vaccines are supplied and administered through VNVC’s network of over 220 vaccination centers nationwide.
