At the seminar “Technology Governance in the Digital Age: Notable Policies in Vietnam” on May 27, 2025, Mr. Nguyen Huu Tuan, Director of the Center for E-Commerce and Digital Technology Development (eComDX) under the Department of E-Commerce and Digital Economy (Ministry of Industry and Trade), shared his insights on the thriving e-commerce landscape in Vietnam.

According to Mr. Tuan, the e-commerce market has surpassed a remarkable milestone, exceeding $25 billion in scale, reflecting a 22% growth compared to 2023. This accounts for approximately 9% of the total retail sales of goods and consumer services nationwide. Consequently, this surge in e-commerce activity has heightened the demand for a highly skilled workforce. However, the current talent pool in this sector is lacking in both quantity and quality.

To address this talent gap, Mr. Tuan proposed a potential solution: a “made-to-order” training model that involves collaboration between the government and businesses. This flexible model is designed to meet market demands by offering a blend of theoretical knowledge and hands-on practical experience, thereby effectively bridging the gap between labor supply and demand.

For this model to succeed sustainably, Mr. Tuan emphasized the crucial need for transparent coordination between the government and corporate entities. Even with “made-to-order” training programs, it is essential to ensure that foundational knowledge and core skills are imparted to equip trainees for the long term in the ever-evolving e-commerce environment.

Additionally, Mr. Tuan highlighted the encouraging evolution of e-commerce education. University curricula are now integrating courses related to emerging technologies, including AI in e-commerce, blockchain and cryptocurrency, artificial intelligence in finance, and big data management and analysis. This signifies a positive step towards preparing future professionals for the digital economy.

The Department of E-Commerce and Digital Economy has also been proactive in offering digital technology training programs for businesses and local communities, fostering a deeper understanding and application of technology in e-commerce practices.

Ms. Citra Nasruddin: “Flexible policies are key to effectively managing Vietnam’s digital economy.”

At the seminar, Ms. Citra Nasruddin, Program Director of the Technology for Good Institute (TFGI), underscored the significance of digital technology adoption and digital transformation. She emphasized that it is not merely an economic development trend but a decisive factor in creating new products and services, expanding markets, and driving growth. Especially amidst the rapidly changing landscape of digital economic models, technology plays an increasingly pivotal role.

In 2023, Vietnam’s digital economy contributed a significant 18.3% to its GDP, and the government has set an ambitious target of raising this contribution to 25% by 2025. To materialize this vision, the Vietnamese government is actively implementing supportive policies and investing in digital infrastructure development.

Beyond addressing talent shortages, Ms. Nasruddin cautioned that the digital economy also brings risks and challenges. Therefore, Vietnam’s policy framework and legal regulations must be timely adjusted and supplemented to optimize benefits and address issues arising from this digital evolution.

To effectively manage the digital economy, Ms. Nasruddin advocated for flexible policies that can adapt to the rapid pace of technological change. This includes promoting technological innovation, business model transformation, and fostering the growth of a robust digital ecosystem in Vietnam.
