After years of stagnation, the Tra Khuc River downstream dike project (connecting Tinh An and Nghia Dung wards in Quang Ngai city, Quang Ngai province) is finally being revived by the investor.
To execute this project, the Quang Ngai Provincial Traffic Infrastructure Construction Project Management Board (the project investor) proceeded with the first phase of compensation and land clearance, involving 18 households eligible for resettlement.

Ms. Nguyen Phan Linh Quynh shared that she owned a 159-square-meter plot that falls within the project’s land clearance scope. According to the compensation plan, she would receive a total of nearly VND 124 million (approximately VND 780,000 per square meter) for her land. However, if she wished to receive a 100-square-meter resettlement plot in the new location (in Lien Hiep 1, Truong Quang Trong ward, Quang Ngai city), she would have to pay an additional VND 700 million, as the land price there is VND 8.2 million per square meter.
“I work as a laborer, and my family and children are all renting accommodations. My grandparents had given me this plot of land, which I intended to build a house on. Now that the state is reclaiming the land, the required land use fee is exorbitant, and I don’t know how I can afford it. I’ve raised my concerns multiple times, but the compensation unit insists that they are following regulations… I eventually signed the receipt after being threatened with coercion, even though I disagreed with the plan,” Ms. Quynh added.

Mr. Tran Hung Vinh, who owns three plots of land measuring 164 square meters, 105 square meters, and 101 square meters, respectively, all within the project’s land clearance scope, shared his experience. According to the compensation plan, he would receive a total of over VND 330 million and a 112-square-meter resettlement plot in Lien Hiep 1, Truong Quang Trong ward, valued at over VND 900 million.

“The compensation unit demanded that my family pay an additional VND 600 million to receive the resettlement plot, which is beyond the means of poor people like us, so I refused to sign the receipt,” Mr. Vinh stated.
Mr. Vinh also pointed out several issues with the compensation process, such as a lack of meetings to inform residents about the land price difference in resettlement areas before signing for land receipt. Furthermore, the price difference was only communicated after residents had signed for the land. “I only received the land reclamation notice less than a week ago,” he added.

According to our investigation, similar to Ms. Quynh and Mr. Vinh, other affected households wishing to receive resettlement land at the new location would also have to pay hundreds of millions of dong in land use fee differences. Many households with houses and structures on their land would only receive enough compensation to cover the cost of one resettlement plot, leaving them unsure how they would afford to build a new house.
Regarding this issue, a representative of the Quang Ngai Provincial Traffic Infrastructure Construction Project Management Board stated that the compensation and resettlement plan was developed by the Management Board and approved by the People’s Committee of Quang Ngai City.

In terms of legal basis, the plan is based on Decisions 32/2024/QD-UBND and 20/2025/QD-UBND (issued on March 11, 2025) by the People’s Committee of Quang Ngai Province. The land compensation rates at the site of reclamation and the resettlement area are adjusted according to Decision 73/2024/QD-UBND, with the price at the new location being approximately VND 8.2 million per square meter, while the price at the reclamation site is around VND 780,000 per square meter.
“So far, 14 households have agreed to receive the compensation, while four have not… Most residents have complained that the difference in land prices between the reclamation site and the resettlement area is too significant. We have explained this matter clearly… We assure you that we are strictly adhering to current legal regulations,” affirmed the representative of the Quang Ngai Provincial Traffic Infrastructure Construction Project Management Board.
The Tra Khuc River Dike Project, located in the downstream section of the Tra Khuc River in Quang Ngai city, has a total investment of nearly VND 1,500 billion and a length of nearly 800 meters, connecting the Hoang Sa and Truong Sa roads. Initiated in 2019, the project was expected to be completed within two years to create a scenic waterbody and prevent saltwater intrusion. However, in 2020, the Central Inspection Committee concluded that the Provincial People’s Committee had misappropriated funds intended for salary reform for the dike construction. The project was restarted in 2022, with the completion date pushed back to 2023. Further delays occurred due to land acquisition issues in the An Phu oasis (in the middle of the Tra Khuc River). In early May 2025, the project was reactivated after a prolonged period of inactivity.
