Mr. Bui Duong, Director of the Public Administration Service Center – Branch No. 1 of Hanoi, announced that from June 1st, the Center will accept 100% of applications online for certain administrative procedures.
Land-related procedures that can be registered online include: Registration of security measures using land use rights and assets attached to the land; registration of changes to security measures; cancellation of security measures; registration of asset processing notifications; registration of changes and cancellation of processing notifications for assets secured by land use rights and attached assets; and continuation of mortgage registration of property rights arising from sales contracts for residential houses or other assets attached to the land.
To facilitate smooth online registration for citizens, the Center pledges maximum support to ensure convenient and swift online applications. They guarantee timely acceptance, adhering to electronic procedures, and accompanying citizens and businesses in the journey towards a digital government and digital citizens, aiming for a paperless, contactless, seamless, and continuous administrative process.
Citizens can submit their applications online by following these steps: Access the city’s Public Administration Procedure Information System at https://dichvucong.hanoi.gov.vn. Log in using your VNeID account or through the National Portal. Select the “Public Services” tab and enter the procedure name in the search field. Choose the relevant procedure, and click “Submit Application.”
Next, select the executing agency and subject. Fill in the missing identifying information fields. Upload the application components to the system. Provide information to receive hard copy results by mail.
Finally, after completing the online application process, submit the hard copies (as required by specialized laws) either through postal services or in person at the Center’s branch.
The branch will verify and accept the application if it complies with the legal requirements.

Moreover, to promptly address any reflections and suggestions from individuals and organizations regarding the acceptance and processing of administrative procedures by agencies and units within the city, the Hanoi People’s Committee established an Inspection and Supervision Team for administrative procedure control, internal procedures, and handling of reflections and suggestions on the iHanoi Digital Citizen Platform.
Comrade Cu Ngoc Trang, Director of the Hanoi Public Administration Service Center, leads the Inspection and Supervision Team. The team’s contact details are as follows: Phone, Zalo, and Viber: 0768.221.221. Operating hours are during weekdays within office hours.
The scope of reflections and suggestions that the Inspection Team can receive through the hotline includes: Misconduct by officers, officials, public employees, and laborers of the Hanoi Public Administration Service Center and other administrative agencies of Hanoi during the performance of public tasks.
Specifically, these include: Abuse of power, causing inconvenience or difficulties for organizations and individuals in carrying out administrative procedures; obstructing organizations and individuals from choosing the form of filing, receiving, and returning results of administrative procedure resolution as prescribed by law; refusing to perform or delaying the performance of administrative procedures, or arbitrarily requiring the supplementation of documents and papers beyond legal regulations; shirking responsibility, lack of cooperation, unfairness, or subjectivity in performing administrative procedures; inappropriate behavior or communication contrary to the cultural regulations of the office; and other legal violations in the performance of public duties.
