The Green Light for the Mega City Project: Quang Ngai’s Visionary Future

On May 28th, the Office of the People’s Committee of Quang Ngai province announced that Chairman Nguyen Hoang Giang had signed a decision approving the investment policy for the An Phu New Urban Area project (Ngoc Island, Quang Ngai city).

The project has a scale of over 161.9 hectares. It includes land for construction of linked houses with 297 houses built with rough construction and completed exterior; land for apartment buildings (15 floors) with 1,948 apartments built with rough construction; land for social housing construction (5 floors) with 1,530 apartments invested in complete construction; land for 1,276 linked houses and 585 villas. In addition, the project also includes commercial service land, land for education, health, cultural, sports, green tree and technical infrastructure works, etc.

To implement this project, Quang Ngai province will select investors through bidding.

The project site is located in Tinh An commune and Truong Quang Trong and Nghia Chanh wards (Quang Ngai city). The investment capital for the project is VND 9,727 billion. The duration of the project is 50 years from the date of the land allocation or lease decision. The project implementation progress is 8 years from the date of investor selection as prescribed.

The project aims to invest in the construction of an urban area with mixed-use functions, synchronous technical infrastructure and social infrastructure with housing; creating an ecological, civilized, and modern urban area. Synchronizing technical infrastructure and social infrastructure, closely connecting with the surrounding landscape, ensuring stable and sustainable development.

Creating an architectural highlight, building a symbol for Quang Ngai city to create a riverside urban area, contributing to changing the face and stature of the city in the future; enhancing connectivity and traffic flow from both sides of the Tra Khuc River; and generating revenue for the state budget.

Previously, at the 33rd meeting (a specialized meeting) of the Quang Ngai Provincial People’s Council for the 2021-2026 term held on April 28, 2025, the Council passed a resolution to stop the implementation of the project on investment in infrastructure development serving the An Phu New Urban Area project (Ngoc Island, Tinh An, Quang Ngai City), with a total investment of VND 3,800 billion.

This project was previously approved for investment by the Provincial People’s Council in Resolution No. 08/NQ-HĐND dated March 15, 2023, classified as Group A, with capital sources from the provincial budget, and implemented from 2023 to 2028. However, the project has not progressed further in the investment process.
