Son Hai Group Protests Highway Construction Tender Result
The management of Son Hai Group has officially confirmed sending a document to the Binh Phuoc Province Investment and Construction Project Management Authority (the investor) regarding their protest against the selection of the contractor for the construction package of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway, passing through Binh Phuoc Province.
Specifically, speaking to Dan Viet, Mr. Le Thanh Huong, Director of Son Hai Group Joint Stock Company, said: “The purpose of sending the protest document to the investor and posting it on social media is to inform about the incident and express our disagreement with the contractor selection result. In the coming time, the company will complete the legal procedures to send a petition to the People’s Committee of Binh Phuoc Province.”
Mr. Le Thanh Huong emphasized that Son Hai Group’s petition will not be sent to the investor but will be submitted to the competent authority, specifically the People’s Committee of Binh Phuoc Province. The Group is currently finalizing the legal procedures and will submit the petition to the People’s Committee of Binh Phuoc Province in the coming days.

Moreover, the leader of Son Hai Group shared: “We always prioritize credibility and quality. Not being selected while our proposal has many advantages makes us doubt the transparency of the bidding process.”
The management of Son Hai Group emphasized that the Group has undertaken many large projects with a commitment to up to 10 years of warranty, far exceeding the usual regulations. This demonstrates the company’s seriousness and responsibility in every project they undertake.
Son Hai Group’s Failed Bid Attracts Attention
As previously reported by PV, on May 26, Son Hai Group announced that they had sent a document to the Binh Phuoc Province Investment and Construction Project Management Authority, protesting the result of the contractor selection for the construction package of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway.
The company objected to being excluded from the construction package of the aforementioned expressway, despite offering the lowest bid among five bidders (including Son Hai Group Joint Stock Company, CIENCO4 Corporation, IB2500057961 High-Speed Joint Venture, Binh Phuoc High-Speed Joint Venture, and HCM – TDM – CT High-Speed Joint Venture).
On March 17, 2025, the investor publicly opened bids online, with five participants. Son Hai Group offered the lowest price of 732.280 trillion VND (saving over 148 billion VND), along with a 10-year warranty commitment.

Son Hai Group expressed their “surprise” when, on May 22, the investor decided to choose the high-speed joint venture with a bid price of 866.455 trillion VND. Meanwhile, Son Hai Group and the other four bidders were disqualified for failing to meet technical requirements.
In the document, Son Hai Group stated that the contractor selection result did not reflect the advantages of their proposal, raising questions about the transparency and fairness of the bidding process.
As of now, Son Hai Group’s post on social media has received tens of thousands of interactions and comments.
In the afternoon of the same day, the People’s Committee of Binh Phuoc Province requested the Binh Phuoc Province Investment and Construction Project Management Authority to report on the incident regarding Son Hai Group’s petition related to the construction package of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway, passing through Binh Phuoc Province. At the same time, the People’s Committee of Binh Phuoc Province directed the Binh Phuoc Province Investment and Construction Project Management Authority to work directly with the contractor to handle and resolve Son Hai Group’s petition.
By the evening of May 26, the Binh Phuoc Province Investment and Construction Project Management Authority had submitted a rapid report to the People’s Committee of Binh Phuoc Province.
The Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway, passing through Binh Duong Province, has a total length of about 52km. The expressway is designed with six lanes and a speed limit of 100 km/h. Specifically, Phase 1 of the project is implemented in the form of a public-private partnership (PPP), with a scale of four expressway lanes and a continuous emergency lane on the entire route, and a road width of 25.5m. The total investment for this project is approximately 17,400 billion VND, with an implementation period of 36 months, expected to be completed by 2027.
It is known that the construction package of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway, passing through Binh Phuoc Province, has a total value of nearly 1,500 billion VND. The project is invested by the Binh Phuoc Province Investment and Construction Project Management Authority.
