Enhancing and Completing the Investment Plan for Expanding the North-South Expressway Eastern Sections Through PPP

According to the Conclusion Notice, the Deputy Prime Minister requests the Ministry of Construction to thoroughly absorb the opinions of ministries and agencies to enhance and finalize the investment plan for expanding the North-South Expressway Eastern sections through the PPP model or the concession model, combined with upgrading and expanding assets as per the master plan. The Deputy Prime Minister emphasizes refraining from opting for the public investment approach:

Based on the requirements stipulated in the National Assembly’s resolutions regarding toll collection for post-construction repayment, the Ministry of Construction is tasked with conducting an in-depth economic analysis to formulate detailed scenarios for the expansion investment plan (encompassing all 15 sections) and gauging investor interest. When crafting these scenarios, careful consideration should be given to an appropriate implementation timeline (prioritizing ongoing construction projects to prevent waste, and exploring mechanisms to engage previously involved contractors who have demonstrated strong performance in their respective packages).

The Deputy Prime Minister suggests that the Vietnam Expressway Corporation (VEC) promptly take the initiative in proposing a plan (with VEC taking the lead or collaborating with other state-owned enterprises and domestic private enterprises, along with suggesting accompanying mechanisms and policies) for upgrading and expanding the North-South Expressway Eastern sections. This plan should be submitted to the Ministry of Construction by June 2, 2025. The Ministry of Construction will then assess and compare the various plans to advise the Prime Minister on the most optimal and efficient solution. A report to this effect should be submitted to the Prime Minister before June 5, 2025.

The Ministry of Finance is directed to instruct VEC to take the lead in coordinating with relevant agencies under the Ministry of Construction to research and propose a plan for investing in the upgrade and expansion of the North-South Expressway Eastern sections. This plan should be sent to the Ministry of Construction by June 2, 2025, for consolidation and comparison with other investment plans.
