Presenting a brief report on the explanation, reception, and editing of the draft resolution, Minister of Construction Tran Hong Minh said that, receiving the opinions of National Assembly delegates, the Government has actively reviewed the difficulties and problems in the process of implementing the policy on social housing development and reported to the Politburo on the policy of issuing a resolution pilot on a number of mechanisms and policies for social housing development. special. Focusing on six groups of policies to promote the development of social housing; At the same time, the Government reviewed and supplemented three policy groups to remove difficulties and obstacles in practice.

Notably, regarding the content that the delegates cared about, the draft resolution has been edited, not stipulating the policy of the State reimbursing the investor for the cost of land use rights or agreeing to transfer land use rights or advance compensation, support, and resettlement. Instead, investors are allowed to calculate these costs into the project investment costs.

“The Government also received the opinions of the NA delegates and will continue to review the difficulties and limitations in the development of social housing to perfect the Housing Law in 2023 in the near future,” affirmed Minister Tran Hong Minh.

Elaborating on the reception, explanation, and editing of the draft resolution, Chairman of the Committee for Law and Justice Hoang Thanh Tung said that, for cases where the investor has the land use right due to the agreement to transfer the land use right, the cost is not to exceed the amount of money determined according to the land price. land use, form of use, and term of use that the State assigns land, leases land of the type of land that the investor has transferred at the time of transfer.

Giving opinions at the session, National Assembly Chairman Tran Thanh Man pointed out the fact that social housing projects are slow to deploy due to the time for handling administrative procedures and legal procedures takes time. The National Assembly Chairman proposed that the draft resolution should stipulate the “time for granting permits for social housing projects to be prescribed by the Government” with administrative procedures further simplified.

The National Assembly Chairman also proposed that, along with shortening the time for implementing social housing projects, it is necessary to pay attention to ensuring the quality of works and fire prevention and fighting at these works. It is necessary to clarify solutions to control and ensure the quality of social housing works, supplement mechanisms to inspect, evaluate, and verify the quality of works after completing the project, avoiding social housing that does not meet the requirements as prescribed.

Concluding the discussion, Vice Chairman of the National Assembly Nguyen Khac Dinh clarified that the National Assembly Standing Committee basically agreed with the Government’s proposal on the expected content of reception, editing, and perfecting the draft resolution, including agreeing on the contents of editing Articles 8, 9, 19, and 11 of the draft resolution. towards not stipulating about the policy of the State reimbursing the investor for the cost of land use rights or agreeing to transfer land use rights or advance compensation, support, and resettlement; At the same time, editing the draft resolution towards allowing investors to calculate these costs into project investment costs.

Regarding the operation model, capital sources, and tasks of the National Housing Fund, the National Assembly Standing Committee agreed to stipulate as in the draft resolution, towards this is a State financial fund outside the budget established at the central and local levels with the main task of focusing on forming a housing fund for rent.

Along with that, the National Assembly Standing Committee agreed to clearly define the type of project, type of housing to be applied with the mechanism of appointing the investor, approving the investment policy, and at the same time appointing the investor without bidding, clarifying the criteria for prioritizing the appointment of the investor only applied in case there are two or more investors registering to be the investor; supplement the responsibility of the Government in prescribing the prevention of loopholes for corruption, negativity, waste, and policy exploitation, ensuring the quality of works, balancing capital sources, and guiding localities to arrange capital for social housing development according to the provisions of the resolution.
