Proposed Green Channel Procedure for Social Housing

Colonel Pham Doan Tien shared that the business community is excited about the National Assembly’s resolution passed yesterday (May 29) to pilot several mechanisms and special policies to promote social housing development. Specifically, the resolution allows investors to undertake social housing projects without going through a bidding process.

With a maximum implementation time of 75 days, this change reduces the process by about 200 days, or 70% compared to current regulations. Colonel Tien described this adjustment as “historic.”

According to Colonel Tien, during the development of social housing projects, enterprises have approached many localities, and they have allocated land, providing transparent information for investors’ access.

For example, cities like Hai Phong and Da Nang have assigned land funds to municipal project management boards or Departments of Construction. They publicly disclose investment policies and plans on their websites, making it easier for investors to access information and land, which is crucial for project development.

However, Hanoi has a different approach. The districts that conducted land auctions took the initiative to set aside an equivalent of 20% for social housing development. For every 5 hectares, 1 hectare is allocated for social housing, ensuring clean land with complete infrastructure and site clearance. With the recent reorganization of administrative units and the elimination of the district level, this land can now be utilized to address the shortage of land funds, especially in Hanoi and Ho Chi Minh City.

In Hanoi and Ho Chi Minh City, in addition to the Departments of Construction, there are also Departments of Planning and Architecture. To streamline the process for enterprises, the planning appraisal step could be combined.

Similar to the green channel procedures in taxation and customs, I suggest that reputable enterprises developing social housing should also benefit from expedited procedures and a shift towards post-inspection.

Policies in Place, Now Focus on Implementation

Speaking at the seminar, Deputy Minister of Construction Nguyen Van Sinh shared that the Prime Minister has assigned a target of developing approximately 100,000 social housing units in 2025 to localities. As of now, 71,000 units have been completed, and 30,000 are under construction, indicating positive progress.

The Ministry has inspected the development of social housing in 20 localities. Some cities and provinces have already achieved their targets, including Hai Phong, Da Nang, Hue, Bac Giang, Bac Ninh, and Thai Binh. Others, like Thai Nguyen, Khanh Hoa, Binh Thuan, Binh Duong, and Long An, are actively implementing projects but need to step up their efforts to meet their goals for this year.

Unfortunately, some localities have not yet commenced any social housing projects in 2025, including Yen Bai, Nam Dinh, Ninh Binh, Ha Tinh, Quang Nam, Quang Ngai, and Vinh Long.

According to the Deputy Minister, the National Assembly has just passed a resolution on special mechanisms for social housing development, featuring prominent policies. These include the establishment of a non-profit national housing fund, the direct appointment of investors for social housing projects, the elimination of certain steps related to planning tasks, streamlined investment procedures, and the expansion of eligible buyers or renters of social housing. The resolution will take effect on June 1, 2025, with some provisions coming into force on July 1, 2025, after the Government provides detailed guidance.

The Deputy Minister emphasized that the policies and mechanisms for social housing development are now comprehensive. However, the focus should now shift to effective implementation, requiring stronger involvement from local authorities to increase supply and meet the housing needs of the people.
