The plan for relocating businesses within the Bien Hoa Industrial Park 1, approved by the People’s Committee of Dong Nai province in 2024, involves 76 businesses and is divided into two phases.

Phase 1, to be completed before December 2024, will involve the complete relocation and land clearance of 10 companies and a partial area of 4 other companies. Phase 2, to be finished before December 2025, will focus on the remaining businesses.

The estimated total cost of compensation for businesses to clear the land is over VND 7,500 billion (this cost may vary depending on the phase).

Additionally, VND 1,270 billion is required to support the stable livelihoods of workers and provide training resources for businesses post-relocation. However, due to various reasons, the progress of relocating and clearing the land in this industrial park has been delayed.

Recently, at a meeting with the Steering Group for the relocation, compensation, and clearance work in Bien Hoa Industrial Park 1, Mr. Thai Bao, Vice Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council, set a clear goal for the group: to clear at least 90% of the land out of the total 180 hectares of the industrial park.
Especially, Mr. Bao emphasized a hard deadline of before August 1st and requested no delays in the progress.

The Vice Secretary of Dong Nai Provincial Party Committee emphasized that this is an urgent political task. To accelerate progress, the Provincial Party Committee will meet with the Steering Group every two weeks to inspect results and address difficulties.

The People’s Committee must also work weekly with the land clearance and land auction working groups, summarizing what has and has not been handled. Issues beyond their authority will be reported to the Steering Group for submission to the Provincial Party Committee Standing Committee.

Bien Hoa Industrial Park 1 will be transformed into an urban area

To promote the transformation of Bien Hoa Industrial Park 1 into a modern urban, commercial, and service area and improve the environment, the People’s Committee has assigned the Department of Finance to soon advise on adjusting Decision 324/QD-UBND. The adjustment focuses on changing the time to complete land clearance for the priority 180 hectares, while also rebuilding the project schedule and making local planning adjustments.

The Vice Secretary of Dong Nai Provincial Party Committee has also set specific time requirements: complete the signing of minutes with 45/68 businesses that have had their assets inventoried by May 28th at the latest; finish the asset inventory of all remaining businesses by June 5th. Especially, before June 30th, the draft compensation plan for businesses must be publicly posted, and land clearance for 255 households must be completed.

Previously, the Management Board of Dong Nai Industrial Parks sent a document to businesses in Bien Hoa Industrial Park 1 regarding the province’s policy on relocating and converting the function of this industrial park.

This is a major policy outlined in the socio-economic development orientation of Dong Nai province by 2030, with a vision towards 2050. The goal is to transform the existing area into a modern urban space, with synchronized infrastructure and a role as a gateway connecting Ho Chi Minh City via the Metro Line 1.

According to the planning approved by the Prime Minister and the People’s Committee of Dong Nai province, Bien Hoa Industrial Park 1, currently located in An Binh Ward, Bien Hoa City, will be converted into a commercial and service urban area with modern architecture, combining green spaces along the river and urban embellishment.

Dong Nai province determines that this area will serve as the financial, commercial, and administrative center of the city in the future, creating a new development momentum and increasing budget revenues through land-use right auctions.

Bien Hoa Industrial Park 1, covering an area of 340 hectares, is currently fully occupied. Established in 1963 as the Bien Hoa Industrial Zone, it was renamed Bien Hoa Industrial Park 1 after 1975. This is also the first industrial park in the country to implement relocation and change its function during operation due to environmental pollution.
