There has been a surge of interested individuals at the investor’s office (located at 255-257 Hung Vuong, Thanh Khe district) since May 28th, all seeking information and registering to purchase social housing units in this project.

Crowds of people eager to inquire and purchase social housing.
Ms. Thuy Linh (36 years old, Cam Le district) shared that after hearing about the sale, she and her husband arrived at the office early to complete the necessary paperwork. However, they had to push through a crowded office, waiting for their turn for the entire morning.
At certain points, the overwhelming number of people caused a strain on the investor’s team and equipment, making it challenging to maintain security and provide thorough guidance to each individual.
To address this situation, the investor announced a change in the method of providing application guidance to those interested in purchasing social housing units in the An Trung 2 project. The investor will now release electronic application forms as per the schedule approved by the Department of Construction, and applicants can scan a QR code to download the appropriate social housing registration form. Hardcopy applications will not be distributed directly to applicants.
The investor is currently providing application guidance until July 22, 2025. The application submission period is from June 30 to July 22, 2025.

This phase will offer 633 apartments in blocks A and B, with 288 units in Block A and 345 in Block B. The selling price is over VND 16 million/m2, including profit and VAT, excluding the floor coefficient K and 2% maintenance cost.
Eligible buyers include individuals with revolutionary contributions, family members of martyrs; poor and near-poor households; low-income individuals in urban areas; workers and employees of businesses, cooperatives, and unions inside and outside industrial parks; military officers, professional soldiers, non-commissioned officers of the people’s armed forces, public security officers, civil servants, public employees and national defense employees; and other beneficiaries as per the law.
No Refund Policy for Landowners in Social Housing Projects
The proposed resolution does not outline a policy for the state to reimburse investors for their land use rights or agree to transfer these rights. Nor does it outline any advance compensation for resettlement and support. Instead, investors are permitted to include these costs as part of their project investment expenses.
‘The Dark Side of Social Housing: Exploitative ‘Cò’ and the Distortion of the Market’
“There is a persistent issue of ‘property touts’ in the social housing sector in Vietnam, according to Mr. Nguyen Van Khoi, Chairman of the Vietnam Real Estate Association. These individuals buy and sell social housing slots at a premium, creating market distortions and causing frustration for legitimate homebuyers. The high demand for social housing has fueled this issue, with touts taking advantage of the situation to make a quick profit, often at the expense of those in need of affordable housing options.”
