Vietnam Seeks Nearly 4,000 Workers for Two Nuclear Power Plants

Developing nuclear power and constructing nuclear power plants are considered grand endeavors that require immense effort, intellect, and the involvement of the entire political system. Vietnam Electricity (EVN) has been tasked with investing in the Ninh Thuan 1 Nuclear Power Plant, while the National Energy Industry Group (Petrovietnam – PVN) will invest in Ninh Thuan 2.

Recently, Deputy Prime Minister Le Thanh Long signed Decision No. 1012/QD-TTg dated May 26, 2025, approving the project “Training and developing human resources to serve nuclear power development by 2035.”

The project aims to meet the human resource demands of the Ninh Thuan 1 and Ninh Thuan 2 Nuclear Power Plants by 2030. It will prioritize selecting graduates from related fields to undergo specialized nuclear power training, with a commitment to serving the plants. It will also choose first and second-year students from domestic educational institutions to study abroad with a similar commitment.

The Ninh Thuan 1 Nuclear Power Plant is expected to require approximately 1,920 personnel , including 1,020 university graduates (engineers and bachelors) and 900 college graduates. Among them, 320 university graduates will be newly trained abroad.

As for the Ninh Thuan 2 Nuclear Power Plant, the total estimated workforce demand is 1,980 people , comprising 1,050 university and postgraduate degree holders and 930 college graduates. Of these, 350 university and postgraduate degree holders will receive new training overseas.

Regarding the training and knowledge update for the management team of the Ninh Thuan 1 and Ninh Thuan 2 Nuclear Power Plants, the project aims to organize training and short-term internships on specialized management and operation skills for about 700 officials, civil servants, and experts working in ministries, sectors, and educational and research institutions related to nuclear power by 2030.

Simultaneously, approximately 450 lecturers, researchers, and technicians involved in teaching at universities, colleges, and research institutes with nuclear energy specialties will also update their professional knowledge.

In terms of training lecturers in nuclear energy specialties to serve the human resource training for the two plants, the project aims to train about 120 lecturers, including 80 masters and 40 doctors, to supplement the teaching staff in educational institutions assigned to train and foster human resources for the Ninh Thuan 1 and Ninh Thuan 2 Nuclear Power Plants.

Nuclear Power Development as an Economic Driver for Ninh Thuan

According to the nuclear power plant operation scenario announced by the Ministry of Industry and Trade, in the baseline scenario, the Ninh Thuan 1 Nuclear Power Plant (2×1,200 MW) will operate in the 2031-2035 period, while the second plant (2×1,200 MW) will operate in the 2036-2040 period.

In the high scenario, both plants in Ninh Thuan province will operate simultaneously in the 2031-2035 period, with a total capacity of 4,800 MW, 800 MW higher than the 2009 plan.

Ninh Thuan province’s planning for the 2021-2030 period, with a vision towards 2050, identifies the nuclear power project as a new growth driver for the economy, increasing state budget revenue.

The province recognizes that implementing the nuclear power project will not only be an essential driver for economic growth but will also create opportunities to form and develop various key economic sectors.

Accordingly, the project will contribute to the robust development of industries, construction, services, marine economy, and auxiliary industries such as high-tech equipment manufacturing, building materials, and renewable energy.

Based on this, Ninh Thuan aims to become the country’s center for clean and renewable energy, a regional industrial and renewable energy services hub, a green manufacturing and auxiliary industry complex, a NetZero energy center, and a national, regional, and global center for chip manufacturing, AI technology, and data storage.

The nuclear power project carries strategic significance for energy and opens up diverse development opportunities for the province. It will attract scientific tourism and research, boost infrastructure and supporting services, foster high-tech services, including training, research, maintenance, and equipment operation, and create new development opportunities. It will also enhance transportation infrastructure within the province and inter-regional connections.

Additionally, the project will promote the development of high-quality human resources, attract engineers, technicians, and experts in the energy sector, and contribute to the province’s population growth.

Furthermore, the project will establish an education ecosystem, including universities, colleges, and specialized vocational schools, to meet the demand for highly skilled labor in the nuclear and auxiliary industries, contributing to a shift from unskilled to technical and high-tech occupations and advancing towards a knowledge-based economy.
