On May 29, the Government Office issued a document conveying the directions of Deputy Prime Minister Tran Hong Ha regarding the selection of contractors for the construction of a highway package under the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway Project (Binh Phuoc province section). The project is under the management of the Binh Phuoc Province Road Project Management Unit.

Accordingly, the Deputy Prime Minister assigned the Ministry of Finance to coordinate with the Ministry of Construction to immediately establish a joint working group. This group will inspect the process of selecting contractors for this package, ensuring fairness, objectivity, transparency, and economic efficiency. It is essential to uphold the principle of maximum decentralization, allowing local authorities to take charge and be accountable for their decisions while also facilitating timely monitoring and supervision.

The inspection should focus on the tender documents, evaluation of bidding documents, handling of complaints during the bidding process, and the expertise and experience of the specialist group, among other necessary aspects. The working group is expected to complete the inspection and report to the Prime Minister before June 10.

The Deputy Prime Minister instructed the Binh Phuoc Provincial People’s Committee to closely coordinate with the Ministry of Finance and the Ministry of Construction in carrying out this task. Additionally, the provincial authorities should direct the project owner, the bidding invitation agency, and the specialist group to promptly provide comprehensive reports and relevant documents.

Previously, the Son Hai Corporation had submitted a protest against the results of the contractor selection for the aforementioned project. According to the corporation, they had offered the lowest bid, amounting to over VND 732 billion, resulting in a savings of more than VND 148 billion for the state budget. However, they were not awarded the contract. Instead, the package was granted to a consortium of contractors with a higher bid of over VND 866 billion.

The construction package for this project was open to domestic competitive bidding through a network system, attracting the participation of five contractors. Apart from the winning consortium, there were two independent contractors, Son Hai Corporation and Cienco4, and two other consortia.

Son Hai Corporation submitted the lowest bid of over VND 732 billion (saving 16.8%), followed by Cienco4 with a bid of VND 800.6 billion (saving 9%). The two consortia offered bids of VND 836 billion and VND 854 billion, respectively. However, these four contractors were disqualified due to failing to meet technical requirements.
