On May 29, the Government Office conveyed the directions of Deputy Prime Minister Tran Hong Ha regarding the inspection of the contractor selection for the construction of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway Project (the section passing through Binh Phuoc province).

Accordingly, the Deputy Prime Minister assigned the Ministry of Finance to coordinate with the Ministry of Construction to guide the People’s Committee of Binh Phuoc province in directing the investor to urgently receive and handle the petition/objection of the contractor in accordance with the law on bidding.
“Establish immediately a joint working group of the Ministry of Finance and the Ministry of Construction to inspect the organization of contractor selection for this package to ensure fairness, objectivity, transparency, and economic efficiency; ensure the correctness in the policy of maximum decentralization to localities to decide, implement, and take responsibility, but must go hand in hand with timely inspection and supervision,” the document stated.
The inspection will cover the bidding documents, evaluation results of bidding documents, handling of bidding protests, expertise, and experience of the specialist group, and other necessary contents…
Ministries, branches, and units complete the inspection and report to the Prime Minister before June 10.
The Deputy Prime Minister also requested the People’s Committee of Binh Phuoc province to coordinate closely with the Ministry of Finance and the Ministry of Construction in performing the task; direct the investor, the bidding invitation agency, and the specialist group to report and provide timely and full documents, information, and accompanying data.
Previously, on May 26, Son Hai Group Joint Stock Company (Son Hai Group) sent a document to the Binh Phuoc Province Project Management Board, objecting to the result of the contractor selection for the construction package of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway, the section passing through Binh Phuoc province.
Son Hai Group protested that although they were the unit with the lowest bid price, they failed to win the bid. Meanwhile, the unit with the highest bid price won the contract.
Alleging that “the investor showed signs of violating the law on bidding,” leading to a potential loss and waste of up to VND 113 billion of state money, Son Hai Group voiced their objection to the investor’s decision.
The Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway Project is 70 km long and passes through three provinces: Ho Chi Minh City, Binh Duong, and Binh Phuoc. The project has a total investment of VND 25,000 billion and is a key traffic project of great importance to the socio-economic development of the Eastern South region.
The section passing through Binh Phuoc province is about 6.6 km long, with a designed speed of 100 km/h and a scale of four lanes.
The starting point borders Binh Duong province, and the endpoint is in Chon Thanh town, Binh Phuoc province, with a total capital of VND 1,474 billion, of which the expected central budget capital is VND 1,000 billion, and the remaining is local budget capital.
The project is expected to be implemented from 2024 to 2026. In 2024, the focus will be on investment preparation, approval of investment policies, approval of feasibility reports, organization of contractor selection, and construction commencement. The construction will continue in 2025-2026, with the aim of completing and putting the project into use by the end of 2026.
