**Administrative Reform: Ministry of Construction’s Plans for Digital Transformation and Procedural Simplification**

The Ministry of Construction will enhance the application of information technology in handling and resolving administrative procedures, and digitize their outcomes.

The Ministry of Construction’s administrative reform plan for 2025 is a comprehensive strategy, merging similar objectives from the pre-merger Ministry of Transport and the pre-merger Ministry of Construction. This plan also incorporates relevant programs, plans, and regulations, with new tasks added to match practical needs.

Specific goals are set for institutional reform, administrative procedure reform, organizational reform of the state administrative apparatus, civil service reform, public financial reform, and the development of e-government and digital government. The plan also includes improvements in leadership and governance.

Regarding institutional reform, the plan aims to further perfect the institutional system in the construction and transportation sectors to develop a socialist-oriented market economy and better manage the relationship between the state and the market. It also seeks to improve the legal framework to promote digital transformation in these sectors, effectively contributing to the development of a digital government, digital economy, and digital society.

The plan prioritizes the synchronous and qualitative improvement of laws, mechanisms, and policies, creating a favorable, healthy, and fair business and investment environment for all economic sectors, while also fostering innovation.

Simplifying Administrative Procedures in the Construction Sector

In terms of administrative procedure reform, the plan aims to continue simplifying procedures in the construction sector. It targets an immediate reduction of at least 30% in unnecessary investment and business conditions. The plan also aims to decrease the time for handling procedures by 30%, reduce compliance costs by 30%, and further streamline and cut red tape in the construction sector as per the government’s program.

Moving forward, the Ministry will innovate the implementation of the one-door and one-stop-shop mechanisms in handling procedures, focusing on enhancing service quality, transcending administrative boundaries, and intensifying the use of information technology. These measures will reduce travel time and social costs while facilitating citizens and enterprises.

The Ministry of Construction will enhance the application of information technology in handling and resolving administrative procedures, accelerate the provision of online public services, and ensure that at least 80% of dossiers related to administrative procedures are transferred electronically within the Ministry and between authorized agencies.

Additionally, the Ministry will continue to digitize the outcomes of administrative procedure resolutions within its jurisdiction that are still valid. The goal is to ensure the connectivity and data sharing in electronic procedure resolution, with a minimum of 50% of digitized information and data being utilized.

100% of Business-Related Administrative Procedures to be Online and Seamless

The plan sets the goal of ensuring that 100% of business-related administrative procedures are conducted online, seamlessly, efficiently, and transparently, minimizing paperwork. It also aims for at least 90% of administrative procedures between the Ministry of Construction and other state administrative agencies, as well as within the Ministry itself, to be announced, disclosed, and updated promptly.
