On May 30, regarding the information about “the man who caused “misery” for many lottery ticket agencies in Ho Chi Minh City” published in Nguoi Lao Dong newspaper, the Public Security of Binh Trung Dong Ward, Thu Duc City, has made an initial record and transferred the case to Ho Chi Minh City’s police for investigation and handling according to their competence.

At 10:30 on the same day, the authorities brought the man (whose identity has not been disclosed) who scammed the lottery ticket agencies back to Mr. Le Khac Trinh’s agency, located at 11 Do Xuan Hop Street, Binh Trung Dong Ward, Thu Duc City, to reenact the scene and consolidate the records for handling in accordance with regulations.
Through interrogation, the authorities determined that the man had used tricks to dupe several lottery ticket agencies in Ho Chi Minh City and even in the Mekong Delta region into accepting fake lottery tickets.
Previously, Mr. Le Khac Trinh had reported to Nguoi Lao Dong newspaper that he had been scammed out of 5.8 million VND worth of fake lottery tickets.
According to Mr. Trinh’s account, at 2:30 PM on May 18, a man in his 40s arrived at his agency on a motorbike and asked to redeem winning lottery tickets.
He presented two lottery tickets with the number 408568, which won the fourth prize in the Tra Vinh Lottery on May 16, 2025. The total winnings for the two tickets amounted to 6 million VND.
Mr. Trinh examined the tickets under a lamp and believed them to be genuine, as they appeared identical to authentic tickets but were slightly faded. As per the regulations, Mr. Trinh would charge a fee of 100,000 VND for redeeming each ticket.

The man then asked to buy ten more lottery tickets for 100,000 VND. Mr. Trinh returned 5.7 million VND to the man.
“He also inquired about Vietlott lottery tickets but said he hadn’t participated yet,” Mr. Trinh recounted.
Subsequently, when Mr. Trinh attempted to redeem the tickets at the lottery company, he discovered they were fake. “I was negligent and forgot to scan the QR code on the tickets. To distinguish between fake and genuine lottery tickets, simply scan the QR code,” Mr. Trinh advised.

Mr. Trinh also mentioned that, in addition to his agency, he knew of two other agencies in Thu Duc City (located at 307 Hoang Huu Nam Street, Long Thanh My Ward) and District 10 that had been scammed out of 10 million VND by the same man using the same trick.
The reporters from Nguoi Lao Dong newspaper contacted the two agencies mentioned by Mr. Trinh, and they confirmed that they had been scammed using the same modus operandi.
