In the proposal sent to the Provincial People’s Committee on May 12, Hung Thinh mentioned that on March 05, the Group proposed a new research boundary of approximately 1,200 hectares to replace the 432-hectare project boundary that is currently entangled in the mineral exploration planning area under Decision 866/QD-TTg. Following the contributions of provincial specialized agencies and based on the provincial People’s Committee’s document in September 2021 approving the policy for the Group to survey and plan an area of 5,985 hectares in the area of Dai Binh Mountain and Sapung Mountain, south of Bao Loc City, Hung Thinh now presents a proposal for a comprehensive research idea of the entire 5,985-hectare boundary that has been approved in principle.
Hung Thinh proposed a 5,985-hectare research area, located south of Bao Loc City, comprising four administrative areas: the area belonging to Blao and Loc Son wards of Bao Loc City (218 hectares); the area belonging to Loc Chau commune (1,803 hectares); the area belonging to Loc Thanh commune, Bao Lam district (2,256 hectares); and the area belonging to Dai Lao commune (1,708 hectares). The boundary is adjacent to the north by the bypass road south of Bao Loc City; adjacent to the south by the foot of Dai Lao mountain; adjacent to the east by National Highway 55; and adjacent to the west by National Highway 20.

According to Hung Thinh, the research area will become a tourist urban area with the following main functions: tourism service land, ecological land, ecological residential land, rural residential land, public service land, relic land, religious works, themed parks, industrial-handicraft land, forestry land, water surfaces and lakes, and mostly land for tourism urban area development. ecological resort.
Around Dai Binh Mountain and Dai Nga River, low-density eco-urban villages will be developed to promote local traditional industries. Along the terrain and the natural curve of Dai Binh River, two 18-hole international-standard golf courses will be built to attract international and domestic visitors to Bao Loc.
Dai Ban Stream, a notable geographical feature, will serve as the main connection point to the project from the center of Bao Loc City. Suitable areas on the slopes of Sapung Mountain will feature themed parks, eco-tourism, service, and resort areas, as well as integrated sports and fitness facilities.
The proposal also includes the formation of agricultural villages linked to high-tech crop research and the promotion of tea culture and local identity. Simultaneously, eco-tourism areas and forest tourism along the slopes of Dai Binh Mountain, along with a gateway urban area directly connected to Phan Thiet City via National Highway 55 in the west of the research area, will be established.
