The Trade Remedies Authority (Ministry of Industry and Trade) announced that the US Department of Commerce (DOC) has issued a preliminary conclusion on its anti-dumping duty investigation into hard capsule shells (under HS codes 9602.00.1040 and 9602.00.5010) imported from Vietnam.
DOC initiated this anti-dumping investigation alongside a countervailing duty investigation on November 20, 2024, following a petition filed by US manufacturers represented by Lonza Greenwood, LLC.
The petitioners alleged that the total import value of this product from Vietnam in 2023 was approximately $26 million, with imports from China valued at $49 million, India at $67 million, and Brazil at $4 million.
According to data from the US International Trade Commission (ITC), imports from Vietnam accounted for about 12% of the total imports of the subject product into the US.
Petitioners proposed an anti-dumping duty rate of 65.97% to 89.33% for Vietnam.
The countervailing duty investigation reached a preliminary conclusion on March 25, 2025.
In this case, DOC selected one mandatory respondent. Therefore, the dumping margin determined for the mandatory respondent will be applied to all other companies in Vietnam.
According to the preliminary conclusion, the temporary anti-dumping duty rate (after adjusting for export subsidies to avoid double remedies) for Vietnamese companies is 8.35%.
In this investigation, imports from Vietnam, along with those from three other countries, namely China, India, and Brazil, are subject to both anti-dumping and countervailing duty investigations.
The adjusted dumping margins and temporary subsidy rates for imports from these countries are as follows:

DOC plans to conduct on-site verification to validate information provided by Vietnamese companies. This verification will form the basis for DOC’s final conclusion and the official duty rates for Vietnamese companies. The final conclusion of this case is expected by the end of 2025.
The Trade Remedies Authority recommends that concerned businesses prepare and cooperate fully with DOC during the upcoming verification process.
