On May 29, Hanoi Police announced that the city’s Investigation Police Agency had initiated legal proceedings against four individuals: Pham Thi Anh Tuyet, owner of Tuyet Ky Rice Store; Nguyen Thi Binh, owner of Tam Binh Rice Store; and Le Thi Nhan and Vu Thi Bich Ngoc, both engaged in packaging businesses in Hoai Duc district. They were charged with the production and trading of counterfeit food products, specifically rice.

Prior to this, on May 14, the Anti-Smuggling Team of the Economic Police Department, in collaboration with relevant authorities, inspected the compliance with production and trading regulations at Tuyet Ky Rice Store.
During the inspection, authorities discovered and seized 875 kg of counterfeit ST25 Rice – Crab branded as “Mr. Crab – Soc Trang Specialty.” This rice was an imitation of the genuine product distributed by Private Enterprise Ho Quang Tri, based in Soc Trang province.

According to the investigation, Pham Thi Anh Tuyet admitted that seeing the high demand for ST25 Rice – Crab under the “Mr. Crab – Soc Trang Specialty” brand, she conspired with Nguyen Thi Binh to use cheaper rice and package it in counterfeit bags bearing the trademark of Private Enterprise Ho Quang Tri for sale in the market.
The fake packaging was purchased by Nguyen Thi Binh from Le Thi Nhan and Vu Thi Bich Ngoc, who were engaged in the packaging business in Hoai Duc district, Hanoi. The accused did not stockpile the fake rice but only procured it when they received large orders from customers.
During the urgent inspection of related locations, the Investigation Police Agency seized nearly 6 tons of rice intended for packaging into counterfeit ST25 Rice – Crab, along with over 38,000 packaging bags of various types, and equipment such as heat-sealing machines, bag-sewing machines, and weighing scales.
The police determined that by the time of their arrest, Pham Thi Anh Tuyet and Nguyen Thi Binh had sold a total of 17.3 tons of counterfeit ST25 Rice – Crab into the market at double the price, making hundreds of millions of VND in illicit profits.
