In the afternoon of May 28, at the Government Headquarters, Prime Minister Pham Minh Chinh met with a delegation of US bipartisan House Representatives led by Representative John Moolenaar, a member of the House Appropriations Committee.
Asserting Vietnam’s consistent foreign policy of independence, self-reliance, openness, and diversification of relations, the Prime Minister emphasized the country’s “four nos” defense policy and its orientation towards building an independent and self-reliant economy, in tandem with extensive, substantive, and effective international integration.
“Within this framework, Vietnam attaches great importance to its Comprehensive Strategic Partnership with the United States and sincerely wishes for the continued positive development of bilateral relations, with increasing substance and depth”, the Prime Minister stated.
Sharing the country’s major development orientations with the delegation, the Prime Minister highlighted the central role of the private sector and identified science and technology, innovation, digital transformation, and green transition as strategic breakthroughs in the new phase of development. The goal is for Vietnam to become a developing country with a modern industrial base and upper-middle income by 2030 and a developed, high-income country by 2045.
The Prime Minister commended the positive progress in Vietnam-US relations, appreciating the US support for a “strong, independent, self-reliant, and prosperous” Vietnam. He welcomed US efforts in addressing war consequences and proposed enhancing technology transfer in bilateral economic, trade, and investment cooperation.
The Prime Minister requested the US Representatives’ attention and support in removing Vietnam from the Strategic Trade Control (STC) list (D1-D3) and promoting the recognition of Vietnam’s market economy status. Regarding tariff issues, the Prime Minister hoped that the US would “take into account Vietnam’s specific conditions and adopt a more balanced approach, aiming for sustainable, healthy, and stable trade relations that bring practical benefits to businesses and people of both countries”.
Representative John Moolenaar affirmed that “Vietnam is an important partner of the US in the region” and noted that the promotion of bilateral relations enjoys broad support from both parties in the US Congress.
The delegation concurred with the Prime Minister’s views on the importance of the Comprehensive Strategic Partnership framework and reaffirmed that the US will continue to play an active role in supporting Vietnam’s development goals. The Representatives pledged to exert efforts to strengthen bilateral relations and cooperation, especially in the fields of economy, trade, and tariff negotiations.
