This morning (May 31), at the Government Headquarters, Prime Minister Pham Minh Chinh, along with leaders of many central ministries and sectors, inaugurated the National Legal Portal before chairing a dialogue with businesses and business associations on the implementation of Resolution 68-NQ/TW of the Politburo on private economic development.

On this occasion, Deputy Minister of Justice Nguyen Thanh Tinh, the agency assigned by the Government to operate the National Legal Portal, had an exchange with reporters about this event.

– Honorable Deputy Minister, it is known that the Ministry of Justice is assigned to operate the National Legal Portal. Could you please tell us about the features and benefits of this Portal?

Deputy Minister Nguyen Thanh Tinh: On May 18, 2025, at the national online conference to promulgate Resolution No. 66-NQ/TW dated April 30, 2025, and Resolution No. 68-NQ/TW dated May 04, 2025, of the Politburo, the Prime Minister assigned the Ministry of Justice to build the National Legal Portal with the goal of being the official and highly reliable address for people and businesses in accessing policies and laws.

The National Legal Portal (accessible at phapluat.gov.vn) will serve as a comprehensive information channel on legal policies, introducing new legal documents, and acting as an online “legal handbook.” It will receive and handle reflections and suggestions from people, businesses, and local governments regarding legal documents; apply artificial intelligence (AI) to provide support and answers to legal questions; collect feedback from people and businesses on draft legal documents; provide legal support to businesses; and offer legal aid.

Integrating these core functions on one platform will create a comprehensive, friendly, and efficient legal ecosystem, better meeting the needs of the people and businesses in the digital era.

Especially, through the National Legal Portal, all reflections and suggestions from the people, businesses, and local governments regarding obstacles and inconsistencies in legal documents will be answered entirely in a digital environment, ensuring speed, timeliness, transparency, and clarity. This processing system has been approved by the Prime Minister in Decision No. 244/QD-TTg dated February 05, 2025, on approving the Project “Application of Digital Technology in Receiving and Handling Reflections and Suggestions on Legal Documents.” It is also connected to the VNeID application.

The Ministry of Justice has conducted pilot operations, provided accounts, and trained ministries, sectors, and localities to be ready for operation. Despite the tight timeline and high requirements, with our efforts, dedication, and spirit of serving the people and businesses, the Ministry of Justice, together with our technology and law firm partners, has completed the construction of the National Legal Portal for its official inauguration today.

– Currently, the system of legal documents is constantly being amended and supplemented, causing difficulties for people and businesses in accessing new legal regulations if they do not closely follow them. Can the National Legal Portal help people and businesses solve this problem?

Deputy Minister Nguyen Thanh Tinh: The National Legal Portal is newly built, integrating the existing legal information portals and databases of the Ministry of Justice and the legal databases and services of law firms. It is designed with basic, practical, and user-friendly features, such as systematizing legal documents and searching for new legal documents; collecting feedback on draft legal documents; receiving and handling reflections and suggestions from people, businesses, and local governments regarding legal documents; applying artificial intelligence (AI Law) to provide support and answers to legal questions; providing legal support to businesses; connecting with law firms, lawyers, and legal aid for the poor and disadvantaged…

After its launch, the Ministry of Justice will continue to coordinate with ministries and relevant agencies to improve its features, add more information fields, regularly review, supplement, and update information, enrich data, ensure smooth and safe operation, intelligent and friendly interface, “accurate, adequate, clean, and live” data, and quick and accurate information.

– The National Legal Portal is expected to apply artificial intelligence (AI) to answer inquiries and provide legal support to the people. How intelligent and reliable is the AI in providing answers and solutions, Madam Deputy Minister?

Deputy Minister Nguyen Thanh Tinh: As we all know, applying AI in the legal field is a truly useful solution for searching and understanding legal information according to the needs of individuals and organizations. The AI Law introduced on the National Legal Portal is an initial trial version developed by our business partner. Regarding the intelligence and reliability of AI, it will be objectively evaluated by users through their experience.

Following the Prime Minister’s directions, the Ministry of Justice will develop a feature to evaluate the effectiveness of the Portal’s use to promptly improve its utilities and services.

In the coming time, implementing Resolution No. 66-NQ/TW on renewing the construction and enforcement of laws to meet the requirements of the country’s development in the new era, the Ministry of Justice will coordinate with the Ministry of Science and Technology and technology enterprises to build a Big Data system on laws and develop AI applications specialized in specific legal fields, taking into account the characteristics of each group in society to best serve the needs of the people and businesses.

This is also an important activity of the Ministry of Justice to effectively implement Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthrough strategies in developing science, technology, innovation, and national digital transformation.
