The project boasts an impressive scale, spanning over 240 hectares with a minimum investment capital of 2 billion USD. The investor will be granted a term of up to 70 years from the date of receiving the investment registration certificate.
This project is strategically located in Van Yen, Van Don District, Quang Ninh Province. The investor is expected to complete the project within 9 years from the date of being allocated or leased the land for project implementation.
A natural forest area of 62 hectares within the project site will be preserved in its original state and managed in accordance with forestry laws and other relevant regulations.
The project aims to develop a premium integrated resort and entertainment complex, featuring international-standard event venues and a world-class casino. It is envisioned to become a globally attractive destination, offering a range of business activities permitted under casino operating conditions.

The Ministry of Finance has proposed to the Prime Minister for approval of a pilot program to allow Vietnamese people to enter and gamble in casinos, following the guidance of the Politburo. The duration of the pilot program and casino business conditions will comply with the applicable laws on casino business operations.
Regarding the investor selection process, the Ministry of Finance suggested that the Prime Minister authorize the People’s Committee of Quang Ninh Province to determine the investor selection method, ensuring compliance with the Law on Investment, Bidding Law, and other relevant legal regulations.
According to the recently approved scheme for the arrangement and administration of administrative units at all levels and the model of local government with two administrative levels, Van Don District will be one of the 13 special administrative-economic units nationwide under provincial management.
In late April, Quang Ninh Province issued a list of land plots to be auctioned for selecting investors, including the project of a high-class complex of tourism and entertainment services in Van Don Economic Zone.
Previously, Quang Ninh estimated that the Van Don casino complex would contribute approximately VND 229 trillion (over USD 9.6 billion) in taxes to the state budget during its 70 years of operation.
