On Track to Complete the Expressways by 2025
According to Deo Ca Group, land clearance work for the Dong Dang – Tra Linh and Huu Nghi – Chi Lang expressways is progressing positively, with 150 out of 153 km (98%) handed over. Cao Bang and Lang Son provinces committed to completing land clearance and relocating technical infrastructure by June 2025.
To expedite progress before the rainy season, over 5,400 workers and 2,416 specialized equipment are currently constructing 378 sections, with a total output of 4,165 out of 17,018 billion VND (equivalent to 24%). In 2025, the contractors aim to achieve a construction output of 12,136 billion VND, completing the concrete surface for 113.6 out of 153 km, with the remaining sections to be finished with a gravel layer.
The consortium of investors proposed that the provincial authorities complete land clearance, relocate railway signal infrastructure, and hand over waste disposal sites by June 15. They also suggested applying special mechanisms to increase the capacity of stone and sand mines to serve the construction.

For the Dong Dang – Tra Linh project, the investor proposed accelerating the adjustment of Phase 1 and signing the supplementary contract in June, while completing the adjustment of the investment policy for Phase 2 to start construction on August 19 and synchronously operate the entire route.
During the site inspection, Deputy Prime Minister Bui Thanh Son emphasized the strategic importance of these expressways, connecting Cao Bang with key economic hubs in Vietnam and facilitating international trade.
The Deputy Prime Minister instructed local authorities, investors, and contractors to coordinate closely, promptly address difficulties, and mobilize all resources to achieve the goal of completing the expressways by 2025.
Sufficient Resources to Meet the Target
After the field inspection, Deputy Prime Minister Bui Thanh Son chaired a meeting to promote the progress of the Huu Nghi – Chi Lang, Dong Dang – Tra Linh, and Tuyen Quang – Ha Giang expressways.
At the meeting, Mr. Nguyen Tan Dong, Vice Chairman of Deo Ca Group’s Board of Directors, acknowledged that completing the expressways in Cao Bang and Lang Son provinces with a concrete surface by 2025 is a significant challenge for investors and contractors.
However, the contractors have adjusted their plans, maximizing workforce and equipment mobilization and expanding construction sites to ensure progress. Currently, sufficient resources are available to meet the target, and the progress of critical items such as bridge construction and road embankment is being closely monitored.

Concluding the meeting, Deputy Prime Minister Bui Thanh Son called for the local authorities’ strong involvement, urging them to resolve all issues by June 15. He also requested investors and contractors to review and update the overall progress based on the actual situation, identifying critical paths and proposing specific solutions to catch up with delayed items and make allowances for adverse conditions.
Additionally, they should further mobilize human resources, equipment, machinery, and ensure capital availability to accelerate construction. For the Huu Nghi – Chi Lang and Dong Dang – Tra Linh projects, the units should set construction schedules aiming for completion of the concrete surface, intensifying work at critical sections to meet the deadline by December 19.
Finally, Deputy Prime Minister Bui Thanh Son instructed the local authorities to regularly inspect and urge the consulting supervisors and contractors in managing the quality of the projects, especially for complex items like tunnels and bridges, emphasizing that “quality must not be compromised for progress.”
The Dong Dang – Tra Linh expressway project has a total length of 121 km and is divided into two phases with a total investment of nearly VND 23,000 billion. Phase 1 is over 93.35 km long and has a total investment of VND 14,114 billion.
Phase 2 involves expanding the entire 93.35 km of Phase 1 and constructing a new 27.71 km section to connect to the Tra Linh border gate, with a total expected investment of about VND 10,295 billion.
The Huu Nghi – Chi Lang expressway project is 59.87 km long, including a 43.43 km expressway from Huu Nghi border gate to Chi Lang and a 16.44 km connecting road to Tan Thanh and Coc Nam border gates. The total investment for this project is over VND 11,000 billion.
