The Civil Aviation Authority of Vietnam has issued a directive to relevant agencies and units regarding the implementation of disaster prevention measures for 2025, aiming to proactively and effectively manage such events within the aviation industry.

The directive emphasizes the need for units to urgently coordinate and mobilize all resources to enhance their capacity for disaster prevention and control, minimizing potential losses of life, property, infrastructure, and transportation assets.
It is imperative to streamline the command structure for disaster prevention and search and rescue operations, ensuring a unified and responsive approach in the face of increasingly extreme and abnormal weather events. Additionally, units should enhance their resilience and adaptability to climate change by proactively implementing mitigation measures to reduce disaster-related damage.
The Civil Aviation Authority of Vietnam underscores the importance of adhering to the “four on-site” principle: on-site command, on-site forces, on-site supplies and equipment, and on-site logistics. Response measures must be proactive, timely, and efficient in both prevention and recovery.
A unified command and clear division of responsibilities are essential during response operations, tailored to the specific situation at hand. Risk management will be conducted for each aviation facility and flight route, comprehensively assessing factors that may increase risks. In the event of a disaster, units must prioritize safeguarding human life and minimizing property and infrastructure damage. Reconstruction and rehabilitation efforts should aim for sustainability and improved quality.
Furthermore, units are instructed to closely monitor weather conditions and strictly adhere to directives and warnings from authorities and competent agencies before, during, and after a disaster. Disaster prevention is emphasized as a legal responsibility and a continuous duty, requiring proactive, flexible, and creative development of appropriate response scenarios.
