The People’s Committee of Dong Nai province has approved adjustments to the detailed planning of sub-area C4, with a scale of 1/5000, in Bien Hoa city’s Long Hung commune and a part of Tam Phuoc ward. This sub-area includes several urban areas such as Waterfront, Aqua City, Cu Lao Phuoc Hung, and Long Hung Residential Area.

Aqua City, a urban area developed by Novaland Group, has been adjusted in the 1/5000 planning.

The adjusted sub-area C4 is expected to accommodate approximately 140,000 people, with technical indicators for urban land set at 45 – 55m2/person, public service land at 6 – 10m2/person, and transportation land at 8 – 15m2/person.

In addition, the People’s Committee of Dong Nai province has made adjustments to the planning functions based on the adherence to Decision No. 3479 dated November 19, 2024, issued by the People’s Committee of Dong Nai province, approving adjustments to the general planning of Bien Hoa city until 2030, with a vision towards 2050.

Regarding the planning functions, in the Waterfront urban area developed by Nam Long Investment Joint Stock Company (stock code: NVL), the project’s planning has been adjusted to modify the width of the riverfront green tree belt; technical infrastructure land; commercial service land, public park land; residential green tree belt land; healthcare land, commercial service land, education and culture land; public works land; and high-rise residential land has been converted to low-rise residential land. Some positions of low-rise residential land have also been swapped with high-rise residential land.

For the Aqua City project, developed by Novaland Group (stock code: NVL), the planning adjustments include modifying the width of the riverfront green tree belt; commercial and service residential land; green space, residential, and technical infrastructure land; swapping the positions of public works land within the residential unit; healthcare land, commercial service land, education and culture land; residential park land; public works land; and high-rise residential land, which has been converted to low-rise residential.

The remaining two projects included in this planning adjustment are the Long Hung Residential Area and the Cu Lao Phuoc Hung urban area, both developed by the Dong Nai General Agricultural Service Cooperative (DonaCoop).

In the Long Hung Residential Area, the height of blocks A-OCT-12, 13, and 14 has been adjusted from 15 stories to 25 stories, and technical infrastructure areas have been modified. For the Cu Lao Phuoc Hung urban area, adjustments include modifying the width of the riverfront green tree belt; residential, public works, commercial, and park land; swapping the positions of public works and park land within the residential unit; scenic regulating lake; technical infrastructure land; high-rise residential land, which has been converted to low-rise residential; adding two locations for social housing; and adjusting the orientation of the bridge to Cu Lao Phuoc Hung.

In terms of construction height, the maximum construction height is 110 m; high-rise residential areas range from 15 to 25 stories, while low-rise residential areas range from 2 to 6 stories.

Regarding underground construction space, public service facilities; mixed-use buildings; residential buildings (excluding individual houses); national defense and security facilities; and public parks can have a maximum of 3 basement levels. Technical infrastructure and transportation facilities can have a maximum of 1 basement level, while individual houses can have a maximum of 2 basement levels.

The People’s Committee of Dong Nai province notes that projects and works that are being inspected and handled according to penalty decisions can only be implemented once approved by authorized agencies.

The implementation of this planning adjustment will adhere to the detailed planning of sub-area C4 – Long Hung commune and Tam Phuoc ward at a scale of 1/5000, issued under Decision No. 2916/QD-UBND dated September 12, 2016, and the adjusted detailed planning at a scale of 1/5000 in this dossier. It will also comply with current laws, standards, and construction norms of Vietnam.

The People’s Committees of Bien Hoa city, Long Hung commune, and Tam Phuoc ward are assigned to organize the public announcement of the adjusted planning content and ensure strict compliance with the approved planning. They are also responsible for monitoring and updating the planning during its implementation in the area.

The Departments of Finance, Agriculture and Environment, and Construction, along with the People’s Committee of Bien Hoa city, will review and determine the responsibilities of investors regarding financial obligations related to the adjustment of the detailed planning at a scale of 1/500, which may lead to changes in land allocation and lease decisions.

However, the People’s Committee of Dong Nai province emphasizes that projects and works that are subject to penalty decisions, violation handling, inspection conclusions, audits, investigations, or audits can only be implemented upon approval by authorized agencies, ensuring compliance with current regulations.
