
A Web of Deceit: Unraveling the Schemes of a Fraudulent “Employment Agency”
On May 29th, the People’s Court of Ho Chi Minh City held a first-instance trial for Nguyen Huu Thanh, the former director of International Oriental Human Resources Investment Group Joint Stock Company, on charges of “fraudulent appropriation of property.”
Contracts with Hidden Traps
According to the indictment, International Oriental Human Resources Investment Group Joint Stock Company was only registered for business activities related to driver training and educational support. The company lacked the necessary permits from the Ministry of Labor, Invalids, and Social Affairs to send laborers to work abroad. Despite this, Thanh aggressively advertised and purchased domains to establish a website offering “labor export” services to countries such as Japan, South Korea, the US, and Canada.
To instill trust, Thanh set up branch office addresses overseas that matched the locations of Vietnamese consulates, misleading many into believing that the company was a reputable enterprise with official links to the state.

Dozens of individuals were convinced to sign “Labor Consulting Contracts” with Thanh’s company, lured by the promise of expedited overseas employment. They were then required to make multiple payments, either through bank transfers or cash, totaling hundreds of millions of dong per person.
Despite collecting these funds, the company failed to organize license exams or provide vocational training, offering only English language classes. In January 2021, Thanh abruptly abandoned the office and cut off all communication.
Investigations revealed that after leaving Ho Chi Minh City, Thanh moved to Da Nang, setting the stage for another deceptive scheme.
The Fake “Immigration Lawyer”
In November 2023, the Da Nang Police initiated legal proceedings and detained Nguyen Huu Thanh for “fraudulent appropriation of property” in a separate case. This time, it involved the SGM Immigration Law Office (operating without a business registration), which was also run by Thanh and located in the Muong Thanh apartment building in My An ward, Ngu Hanh Son district.
During the investigation, Thanh confessed that while on the run (from late 2021), he had set up an “immigration lawyer” office to lure individuals seeking to emigrate, primarily to the US, Australia, and Canada.
Posing as a “lawyer” without any qualifications, licenses, or affiliation certifications, Thanh continued to ensnare victims seeking a better life abroad.
The People’s Court of Ho Chi Minh City determined that Thanh had embezzled over VND 4.9 billion in the city. During the trial, the defendant admitted to all charges.
The court sentenced Thanh to 13 years in prison for the crime of “fraudulent appropriation of property.”
