The Dung Quat Oil Refinery (NMLD) plays a crucial role in ensuring Vietnam’s energy security, including the provision of specialized fuel for the military to maintain national defense capabilities. Binh Son Refining and Petrochemical Joint Stock Company (BSR) is the entity responsible for managing and operating the NMLD Dung Quat.

In 2012, the Ministry of Defense requested that the Vietnam National Oil and Gas Group (Petrovietnam) explore the possibility of producing specialized fuel for military equipment to gradually ensure self-sufficiency in fuel reserves for military operations.

Subsequently, the Fuel Department of the General Logistics Department (Ministry of Defense), the Vietnam-Russia Tropical Center, Petrovietnam, and BSR collaborated to research and produce specialized fuels at the NMLD Dung Quat. BSR engineers embarked on this critical mission, which demanded extensive expertise, exceptional operational experience, and innovative thinking in technology application and development.

Their relentless efforts culminated in October 2014 with the official approval of Jet A-1K aviation fuel, adhering to TCVN/QS 1755:2014 standards, and L-62 diesel oil, meeting TCVN/QS 1754:2014 specifications. These fuels, manufactured by NMLD Dung Quat, are now authorized for use in military weapons, equipment, and special vehicles.

BSR is the second entity outside of the Russian Federation to receive permission from the Rocket Fuel and Combustion Materials Department of the Material and Technical Support Staff of the Armed Forces of the Russian Federation to produce Jet A-1K aviation fuel and L-62 diesel oil for military vehicles and special equipment manufactured in Russia.

BSR has been recognized as a Science and Technology Enterprise for its Jet A-1K and DO L-62 products, which are the result of scientific and technological research endeavors.

Following BSR’s successful production of specialized fuels, the Ministry of Defense conducted real-world tests on various platforms, including aircraft, warships, and specialized military equipment. Jet A-1K fuel for military aircraft was put through its paces, with performance metrics analyzed at 5, 15, 25, and 50 hours of flight time.

For L-62 diesel oil, specifically designed for submarines and warships, the technical specifications for low freezing point and high flash point in an open cup were met, ensuring safety and performance even in harsh operating conditions.

The test results affirm that the fuels provided by BSR meet the stringent technical requirements of military equipment, demonstrating superior quality.

Major General Nguyen Van Luc, Director of the Fuel Department, Technical Logistics Department, Ministry of Defense, stated: “The specialized fuels produced by BSR have successfully met our technical requirements during the testing phase. Moving forward, the Fuel Department will continue to collaborate with the Dung Quat Oil Refinery and relevant agencies to monitor and evaluate the quality stability and preservation of domestically produced specialized fuels.”

The Kilo 186 Da Nang submarine has been successfully utilizing specialized fuel produced by NMLD Dung Quat for over three years.

In terms of economic impact, the additional revenue generated from the sales of specialized fuel products in 2022 and 2023 amounted to VND 902 billion and VND 2,077 billion, respectively. Mr. Bui Ngoc Duong, Secretary of the Party Committee and Chairman of the Board of Directors of BSR, shared that as of May 2025, BSR has delivered over 200,000 cubic meters of fuel to the Logistics Department of the Vietnam People’s Army, meeting the demands of the Ministry of Defense.

As a pillar in the refining and petrochemical industry, BSR is committed not only to national defense but also to operating the NMLD Dung Quat safely and stably at 103-112% of its designed capacity to ensure energy security for Vietnam. The refinery produces over 6 million tons of petroleum products annually, meeting more than 30% of the domestic market demand.

In the first quarter of 2025, BSR achieved impressive results, with a production volume of over 1.8 million tons of products (exceeding the plan by 12%), total revenue of over VND 32,200 billion (surpassing the plan by 14%), and contributions to the state budget of over VND 3,380 billion (6% higher than the plan).

As of April 21, 2025, the NMLD Dung Quat has produced 100 million tons of products since its first commercial production in 2009.
