
The Prime Minister affirmed Vietnam’s commitment to an independent, self-reliant, open foreign policy, multilateralism, and diversified relations, as well as a “four-no” defense policy. He emphasized the country’s orientation towards building an independent, self-reliant economy in tandem with proactive, active, extensive, and effective international integration.
In this orientation, Vietnam values its Comprehensive Strategic Partnership with the United States and sincerely wishes for substantive and deeper bilateral relations.
Regarding Vietnam’s important development orientations, the Prime Minister confirmed that the private sector is considered the most important driving force, with science and technology, innovation, digital transformation, and green transition playing a strategic breakthrough role in the country’s new stage of development. Vietnam aims to become a developing country with a modern industrial base and upper-middle income by 2030, marking the 100th anniversary of the Communist Party of Vietnam, and a developed, high-income country by 2045, the 100th anniversary of the establishment of the State.
The Prime Minister expressed his delight and appreciation for the progress in bilateral relations, valuing the United States’ support for a strong, independent, self-reliant, and prosperous Vietnam. He welcomed the United States’ continued efforts in addressing war consequences and requested enhanced technology transfer in economic, trade, and investment cooperation between the two countries.
The Prime Minister requested Mr. Moolenaar and the US delegates to continue supporting the development of bilateral relations, including considering removing Vietnam from the Strategic Trade Control list (D1-D3) and promoting the process of recognizing Vietnam’s market economy status.
On the issue of tariffs, the Prime Minister suggested that during the negotiation process, the United States should consider Vietnam’s specific conditions and circumstances and adopt a more balanced approach, aiming for sustainable, healthy, and stable trade relations that bring practical benefits to businesses and people of both countries.
Congressman John Moolenaar, head of the delegation, and the delegation members expressed their appreciation for the Vietnamese Prime Minister’s time to meet with them. They were impressed by Vietnam’s robust development and the progress in Vietnam-US relations over the last 30 years.
Mr. Moolenaar and the delegation members affirmed Vietnam as a significant partner of the United States in the region and reiterated that the promotion of positive Vietnam-US relations enjoys the support of both parties in the US Congress. They appreciated the attention of the Vietnamese leaders to the development of bilateral relations.
Mr. Moolenaar and the delegation members concurred with the Prime Minister’s assessment of the importance of the Comprehensive Strategic Partnership framework and reaffirmed that the United States will continue to play an active role in cooperating with and supporting Vietnam to achieve its strategic development goals.
