Phàm Ngọc Nông, Director of Thảo Vy Surveying and Measurement LLC, has been charged with “fraudulent appropriation of property” under Article 174, Clause 4 of the Criminal Code by the Investigation Agency.
According to verified documents collected by the Investigation Agency, from 2015 to 2024, while providing land survey services, Phàm Ngọc Nông, despite having no authority to issue land use certificates, took advantage of the rising “beach land fever.” He falsely claimed to be able to obtain land documents and approached land brokers in the area. He then offered his services to local residents in need of land certificates, accepting nearly VND 2.1 billion from them with promises of securing their land rights.
Through these land brokers, Phàm Ngọc Nông received significant sums of money from numerous local residents before absconding with the funds.
