The central government supports 70% of public investment for Phu Quoc’s preparation for APEC 2027

The Government has agreed to invest in expanding Phu Quoc International Airport to serve the APEC 2027 conference under the business investment form prescribed in the Law on Investment, according to recently issued Resolution No. 01.

Accordingly, the Kien Giang Provincial People’s Committee is assigned to select domestic investors and organize the expansion of Phu Quoc International Airport, ensuring its dual civilian-military use as proposed by the Committee.

The resolution clearly states that the Government delegates to the Kien Giang Provincial People’s Committee the approval of investment policies and adjustments to investment policies for the Phu Quoc International Airport expansion project. The sequence and procedure for approving investment policies and adjustments shall be similar to those of projects under the competence of the provincial People’s Committee as prescribed by investment laws.

At the same time, the Kien Giang Provincial People’s Committee is authorized to organize the appraisal and approval of environmental impact assessment reports for the project and to organize the appraisal and approval of design and acceptance of fire protection and control for the project’s items.

The Government also agreed to retrieve and transfer the existing infrastructure assets of Phu Quoc International Airport, managed by the Ministry of Construction, to the Kien Giang Provincial People’s Committee.

This transfer does not apply to assets managed by the Airport Corporation of Vietnam (ACV) that are built on defense and security land or land managed by the military (if any) according to the plan approved by the Ministry of Construction.

In this regard, the Government assigns the Ministry of Construction to coordinate with the Kien Giang Provincial People’s Committee to establish a list of infrastructure assets managed by ACV. The Ministry of Construction shall issue a decision to retrieve and transfer the infrastructure assets of Phu Quoc International Airport, invested and managed by the State, to the Kien Giang Provincial People’s Committee for the implementation of the Phu Quoc International Airport expansion project to serve the APEC 2027 conference.

Thereby, the Kien Giang Provincial People’s Committee does not make payments for the value of the assets to the Ministry of Construction when they are transferred to the locality for management and handling.

The Government also requests that the Provincial People’s Committee organize the receipt of the State-invested and managed infrastructure assets of Phu Quoc International Airport for management, handling, and implementation of the Phu Quoc International Airport expansion project in accordance with the proper procedures and regulations.

The Kien Giang Provincial People’s Committee is responsible for hiring a valuation company to determine the value of the assets as one of the bases for considering and deciding on the value of assets to be reimbursed to the State…
