Updates on 38 Completed Projects in Bao Loc City

On June 1st, the People’s Committee of Bao Loc City released a statement conveying the conclusions of Mr. Ngo Van Ninh, Chairman of the People’s Committee, following a meeting to address challenges related to 38 completed projects that had not undergone acceptance, payment, and final settlement as per the 2022 conclusions of the Lam Dong Province Department of Finance.

Numerous projects in Bao Loc City have been completed for years but await acceptance and final settlement.

According to city leaders, despite repeated urgings, the investors of the 38 projects have yet to finalize the necessary paperwork and procedures for payment and final settlement. Some investors have not taken the initiative or shown responsibility in proposing solutions to overcome these challenges, resulting in prolonged delays in addressing the recommendations of the Inspectorate of the Department of Finance.

In response, city leaders instructed relevant units to expedite the acceptance, payment, and final settlement processes for these 38 projects, ensuring completion before the conclusion of the county-level administration’s term. The investors were urged to promptly finalize their dossiers, guided by the Department of Economics, Infrastructure, and Urban Affairs, with a commitment to submitting them for appraisal as soon as they are ready. The deadline for completion and reporting on these 38 projects is set for June 12th.

For projects that cannot undergo acceptance, handover, and final settlement, investors are required to conduct a thorough review and provide specific reports on the causes and reasons for non-implementation, along with proposed solutions. If these projects remain unresolved by June 27th, the Department of Finance and Planning will advise the People’s Committee on the appropriate course of action.

The Bao Loc City administration holds the investors solely responsible for any legal consequences arising from their failure to complete acceptance, payment, final settlement, and handover of their projects as mandated by law. Any unit found negligent in resolving project-related issues will be subject to reprimand, and both individual and collective accountability will be strictly enforced.

According to our understanding, the 38 projects are primarily under the management of the People’s Committees of Wards 1, 2, B’Lao, Loc Son, Loc Tien, and Loc Phat, as well as the communes of Loc Thanh, Dai Lao, Dam B’ri, and Loc Nga. Other involved units include the City Construction Investment Project Management Board, the Department of Education and Training, the City House of Children, the Department of Home Affairs, Tran Quoc Toan Secondary School, and Hong Bang Secondary School.
