The Social Insurance Agency will stop issuing paper health insurance cards to participants from June 1st, except for those without a chip-based ID card and unable to install VNeID or VssID. Instead, individuals will use electronic health insurance card methods when seeking medical examination and treatment.
According to Vietnam Social Security, the electronic alternatives to the paper health insurance card include the VssID – Social Security Number application, the VNeID application, or the chip-based ID card. The electronic card employs biometric technology for authentication, enhancing security, curbing fraud, and facilitating smoother medical examination and treatment processes for health insurance cardholders.
As of early 2025, Vietnam had approximately 95.52 million health insurance participants, representing a coverage rate of 94.2% of the population.
Vietnam Social Security has successfully connected and shared data between the national population database and the insurance database, verifying over 100.2 million citizen records. Among them, around 90.9 million individuals are actively contributing to social insurance, health insurance, and unemployment insurance, accounting for 99.2% of the total number (excluding armed forces).
Additionally, all health insurance examination and treatment facilities have implemented the use of chip-based ID cards, with over 214 million lookups of health insurance card information through personal identification numbers/ID cards. This has significantly reduced the time required for procedures, now taking only 6-15 seconds.
The leadership of Vietnam Social Security believes that having health insurance card images on the VssID and VNeID applications enables easy access for citizens, eliminating the need to carry physical cards and streamlining medical examination and treatment procedures.

Individuals can access their electronic health insurance card via VNeID
Vietnam Social Security is collaborating with the Ministry of Health, the Ministry of Public Security, and relevant agencies to pilot the interconnection of health insurance examination and treatment data to facilitate the implementation of electronic health records, referrals, and appointment reminders integrated into the VNeID application.
To date, over 314 million instances of examination and treatment data have been transmitted to the social security system, with more than 152 million lookups of medical records, referrals, and appointment reminders. More than 1,300 treatment facilities have sent data on health examinations for driver’s licenses, nearly 2,000 facilities have sent birth certificates, and almost 800 facilities have transmitted death certificate data.
