In his opening remarks, Prime Minister Phạm Minh Chính emphasized the social and welfare housing policies of the Party and the State, ensuring equal access to housing for all citizens and providing support to those in need.

The Prime Minister highlighted the importance of understanding the broad scope of beneficiaries of social housing policies, which include not only industrial workers but also the poor, the vulnerable, recent graduates, teachers in remote areas, and border guards, among others facing housing difficulties.

Over time, the Government and the Prime Minister have been directing ministries and sectors to vigorously implement tasks and solutions to remove obstacles and unblock institutional bottlenecks to promote the development of social housing.

Regarding institutional improvement, the Government has submitted to the National Assembly for amendment and supplement of many provisions of laws related to social housing policies, such as the Law on Housing, the Law on Real Estate Business, the Law on Land, and many other related laws. The Government has also issued 25 decrees to create a legal framework for social housing development.

In terms of direction and administration, the Government has issued 22 resolutions, and the Prime Minister has issued 12 directives, decisions, and telegrams. The Prime Minister has also chaired many conferences directly combining nationwide online conferences with localities and enterprises to promote the implementation of solutions and tasks to remove difficulties and promote the development of social housing.

On April 3, 2023, the Prime Minister issued Decision No. 338/QD-TTg approving the project “Investing in building at least 1 million social housing apartments for low-income people and industrial workers in the period of 2021-2030”. Accordingly, the goal is to complete at least 1 million social housing units by 2030 and strive to complete 100,000 units by 2025.

So far, as reported by the Ministry of Construction, there have been many positive changes. Across the country, 1,309 locations with an area of 9,737 hectares have been planned for social housing, with most localities allocating sufficient land for social housing in favorable locations. There are 679 social housing projects with a scale of 623,051 apartments (108 projects completed with a scale of 73,075 apartments and 571 projects are being implemented with a scale of 550,000 apartments). In the first five months of 2025, 22,649 apartments were completed, and 21 projects were started with a scale of 20,428 apartments.

The Prime Minister appreciated the efforts and achievements made, especially by the Ministry of Construction, the Ministry of Agriculture and Environment, the Ministry of National Defense, and the Ministry of Public Security, among others. He emphasized that social housing should not be located in remote areas lacking infrastructure but should be provided with complete infrastructure of transport, electricity, water, telecommunications, society, health, culture, and education.

However, the implementation of social housing projects still faces many difficulties and obstacles, mainly due to complex and lengthy institutional and administrative procedures.

Therefore, following the direction of the Prime Minister at the National Conference on removing difficulties and obstacles and promoting the development of social housing on March 6, 2025, the agencies have proposed to the Government to submit to the Politburo and the National Assembly 6 mechanisms and policies to immediately remove difficulties and obstacles for social housing projects.

After the National Assembly issued Resolution No. 201/2025/QH15 on May 29, 2025, on a number of special mechanisms and policies for social housing development at the first session of the 9th session of the 15th National Assembly, the Government has issued an Action Program to implement this Resolution.

According to the Prime Minister, the National Assembly’s Resolution has many breakthrough mechanisms and policies, such as the establishment of the National Housing Fund, the expansion of beneficiaries to include enterprises, state agencies, political organizations, and socio-political organizations that are allowed to rent social housing to arrange for their officials, public employees, and employees to live in, thereby helping them feel secure in their work. This includes industrial workers and foreign employees.

Many contents in the Resolution have reduced and reformed administrative procedures in the field of social housing development, such as assigning investors without bidding, not requiring the formulation of detailed planning tasks, abolishing procedures for appraisal of basic design and price appraisal, exempting construction permits, and integrating some administrative procedures. According to the report of the Ministry of Construction, this will reduce at least 350 days.

In addition, the Resolution assigns the People’s Committees of the provinces to prescribe the conditions for enjoying housing policies for objects affected by the organization and rearrangement of administrative units.

Resolution No. 201/2025/QH15 has removed institutional bottlenecks to promote the development of social housing. However, to effectively implement and substantiate these special mechanisms and policies, it is necessary to have the unified direction and leadership of the Party Committees, the heads of ministries, sectors, and localities.

The Prime Minister requested the delegates to discuss and agree on tasks and solutions to immediately implement the Resolution, without delay, and at the same time, review and inspect the implementation of the tasks assigned to the ministries, branches, and localities, what has been done well and what has not been done well, the results of social housing development in the first five months of 2025, and the next tasks until the end of 2025.
