The Lao Cai – Hanoi – Haiphong railway project has a total investment of VND 203,231 billion (over USD 8.3 billion), of which compensation, support, and resettlement costs account for VND 35,751 billion.
According to the information disclosed about the project’s section passing through Lao Cai province, the preliminary statistics show that approximately 950 residential units need to be relocated, and about 91 industrial and industrial cluster facilities need to be moved.
Specifically, the number of households that need to be relocated in Lao Cai city is about 372; in Bao Thang district, about 293; in Bao Yen district, about 80; and in Van Ban district, about 205.
The industrial and industrial cluster facilities that need to be relocated include the Dong Pho Moi Industrial Park and Dong Pho Moi Industrial Cluster, as well as the Son Man – Van Hoa Industrial Cluster.
Lao Cai province plans to implement 20 resettlement and industrial facility relocation projects with a total investment of nearly VND 1,010 billion. This includes the construction of 16 resettlement projects in Lao Cai city, Bao Yen district, Bao Thang district, and Van Ban district, with a total investment of VND 293 billion.
To prepare the infrastructure for the relocation of industrial facilities in industrial parks and clusters, Lao Cai will implement four projects with a total investment of VND 800 billion.
On May 27, the Government Office issued a document conveying the directions of Deputy Prime Minister Tran Hong Ha regarding the implementation of the investment project for the construction of the Lao Cai – Hanoi – Haiphong railway.
The project is required to be implemented as soon as possible, but it must also meet technical and technological requirements, ensuring the highest standards of quality and safety for a large-scale and complex project, as well as guaranteeing efficiency.
The Lao Cai – Hanoi – Haiphong railway has a total planned length of over 460 km, starting from the Lao Cai border gate, connecting with the Chinese railway, and ending at Cai Lan station in Ha Long city, Quang Ninh province.
The railway will have a designed speed of 160 km/h on the main section from Lao Cai station to Lach Huyen station, 80 km/h on the Lao Cai – branch sections, 120 km/h on the section passing through Hanoi and overlapping with the eastern ring railway.
The railway passes through the following provinces and cities: Lao Cai (65 km), Yen Bai (nearly 77 km), Phu Tho (over 60 km), Vinh Phuc (nearly 42 km), Hanoi and Bac Ninh (nearly 44 km, including over 40 km of the main line and over 3 km of the branch line to Yen Vien station), Hung Yen (nearly 17 km), Hai Duong (nearly 41 km), and Hai Phong (nearly 84 km).
The main line to Lach Huyen port is nearly 49 km long, the branch line to Nam Do Son port is about 13 km, the branch line to Dinh Vu port is over 7.4 km, and the coastal railway connecting Quang Ninh province is nearly 15 km long.
In terms of stations, the TRICC-TEDI consulting consortium proposed planning for 38 stations, including five train assembly stations: Lao Cai, Yen Thuong, Nam Hai Phong, Ha Long, and Cai Lan. Lao Cai station will also serve as an international transshipment station, while Ha Long station will only assemble passenger trains, and Cai Lan station will only assemble freight trains.
There are 16 intermediate stations for passenger and cargo operations, located in the centers of provinces and cities: Bao Thang, Sa Pa, Van Ban, An Thinh, Yen Bai, Ha Hoa, Thanh Ba, Phu Tho, Viet Tri, Vinh Phuc, Phuc Yen, Bac Hong, Dong Anh, Dai Dong, Binh Giang, and Nam Hai Duong.
Six stations are dedicated to cargo operations: Lap Thach, Binh Thuyen, Lach Huyen, Nam Do Son, Nam Dinh Vu, and Dinh Vu.
There are also 11 technical stations: Chau Que Thuong, Dong An, Y Can, Thach Loi, Trung Mau, Kim Son, Tu Ky, Tan Vien, Phong Hai, Quang Yen, and Minh Khai.
This is the first railway project to be implemented under the Master Plan for the Vietnamese Railway Network for the period of 2021-2030, with a vision towards 2050, aiming to connect with Chinese localities and international destinations.
