Government Issues Resolution 155 to Promote Social Housing Development
On June 1st, the government issued Resolution 155 on the Government’s plan to implement Resolution 201, passed by the National Assembly on May 29, 2025, on piloting several mechanisms and special policies for social housing development.
The plan aims to synchronously and effectively deploy the pilot mechanisms for social housing development stipulated in Resolution 201, clearly defining the responsibilities and timelines for implementation by ministries, sectors, and localities to ensure timely and effective enforcement without legal gaps or overlaps.
The plan outlines key tasks and timelines for ministries, sectors, and localities to implement, including: Developing decrees and circulars to guide the implementation of Resolution 201; disseminating, propagating, and training on the resolution; reviewing and completing the system of legal documents; establishing and operating the National Housing Fund; and other specific tasks.
The government has assigned the Ministry of Construction to take the lead in coordinating with relevant ministries and sectors to urgently research, develop, and submit to the government for issuance in June 2025 a decree detailing the implementation of Resolution 201, covering the following contents:
Appointing investors and approving investment policies for social housing projects and housing projects for the armed forces that do not use public investment capital, without bidding.
Simplifying procedures for construction permits for social housing projects, applying typical and standard designs to reduce costs and construction time.
Regulating the sale and rent-to-own prices of social housing, along with relevant enforcement measures, under the government’s authority.
Additionally, the Ministry of Construction, in coordination with the Ministry of Finance, will develop a decree detailing the establishment of the National Housing Fund.
The Provincial People’s Committees are responsible for issuing detailed regulations based on local conditions to identify cases where individuals own houses but are far from their workplaces, thus qualifying them for social housing support as stipulated in Clause 2, Article 9 of Resolution 201. This regulation should be issued in June 2025 to ensure simultaneous effectiveness with Resolution 201. In June, the Provincial People’s Committee will issue detailed regulations specifying which civil servants who live far from their workplaces are eligible for social housing support.
The government has tasked the Ministry of Construction with taking the lead in coordinating with relevant agencies to compile materials and organize conferences to propagate and train individuals within the resolution’s scope, including those working in housing, investment, construction, finance, and land sectors, from the central to local levels.
Ministries, ministerial agencies, and organizations at the central level are expected to proactively propagate Resolution 201 and guiding documents to their staff through suitable forms.
The Ministry of Culture, Sports, and Tourism will direct central and local press agencies to plan for propagating and disseminating Resolution 201 and guiding documents to each organization and individual through diverse forms.
The government has also assigned the Ministry of Construction to take the lead in coordinating with the Ministry of Finance and relevant ministries and sectors to develop and issue regulations on the operation of the Central Housing Fund, allocate funds for the Central Housing Fund, and guide localities in establishing, allocating funds for, and operating Local Housing Funds.
The Provincial People’s Committees are responsible for issuing regulations on the operation of the Local Housing Funds, ensuring transparency and efficiency, and allocating funds for these funds. This task should be completed by Q3 2025.
Prime Minister: Implement Special Mechanisms for Social Housing Immediately; Establish National Housing Fund in June
On the afternoon of June 2nd, Prime Minister Pham Minh Chinh chaired a conference to deploy Resolution 201/2025/QH15 of the National Assembly on piloting several specific mechanisms and policies for the development of social housing and reviewing and evaluating the situation of social housing development in the first five months of the year, as well as planning for the remaining months of 2025.
A Fresh Proposal for Post-Merger Social Housing Conditions
“Following the merger of provinces and cities, the provincial People’s Committee will outline specific conditions for purchasing social housing. These conditions will take into account the varying circumstances and travel times of commuters who already own homes.”

The government proposes that instead of mandating a 30km distance criterion for civil servants to be eligible for social housing, the decision should be left to the provincial People’s Committees. This proposal takes into account the varying local conditions and empowers local authorities to make detailed regulations.
