In the afternoon of June 2, Prime Minister Pham Minh Chinh chaired the conference on implementing the National Assembly’s Resolution 201/2025/QH15 on piloting several special mechanisms and policies for social housing development and reviewing and evaluating the social housing development in the first five months, as well as the implementation plan for the last months of 2025.

Aim to complete 100,000 social housing units in 2025

According to the opinions at the conference, in the past time, the Government and the Prime Minister have directed the ministries, branches, and localities to drastically implement tasks and solutions and remove difficulties and obstacles, including institutional bottlenecks, to promote the development of social housing. This process involves learning from experience and gradually expanding the scope.

Regarding institutional improvement, the Government has submitted to the National Assembly for issuance and amendment of numerous regulations and laws related to social housing policies, such as the Law on Housing, the Law on Real Estate Business, the Law on Land, and other relevant laws. The Government has also issued 25 decrees to create a legal system for social housing development.

In terms of direction and administration, the Government has issued 22 resolutions, and the Prime Minister has issued 12 directives, decisions, and telegrams. The Prime Minister has also chaired many conferences directly combining online and offline formats with localities and enterprises, proposing specific solutions and tasks to remove obstacles and promote social housing development.

On April 3, 2023, the Prime Minister issued Decision No. 338/QD-TTg approving the project “Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers in the period of 2021-2030.” Accordingly, the goal is to complete at least 1 million social housing units by 2030 and strive to complete 100,000 units by 2025.

Up to now, there have been many positive changes. According to the latest report from the Ministry of Construction, in the past two years, there have been 686 social housing projects implemented nationwide with a scale of 627,651 units. 117 projects have been completed or partially completed with a scale of 85,275 units, 159 projects have been started with a scale of 135,563 units, and 419 projects have been approved in principle with a scale of 419,013 units. Thus, the number of completed, started, and under-construction projects accounts for 49% of the target set for 2025 in the project.

In the first five months of 2025, the country started and is investing in the construction of 159 projects with 135,563 units, including 21 newly started projects with 20,428 units, and 22,649 completed units.

However, the implementation of social housing projects still faces many difficulties and obstacles, mainly related to complex and prolonged institutional and administrative procedures.

Paying attention to social housing development with proper attention, scope, and focus

Concluding the conference, Prime Minister Pham Minh Chinh clarified that, in implementing the social and welfare policies according to the Resolution of the 13th Party Congress, in the past time, we have been drastically implementing two programs: Eliminating temporary and dilapidated houses nationwide in 2025 and building 1 million social housing units.

The Prime Minister emphasized that these two programs have six very humane, important, and urgent meanings in the current context:

First, affirm the humanity in the social policies of the Party and the State, ensuring progress, equality, and social welfare, including the right to housing for the people as prescribed in the Constitution;

Second, implement welfare policies for the poor, low-income people, people with difficulties, and vulnerable groups to ensure equal access to housing;

Third, contribute to increasing investment and consumption, promoting growth, and attracting more investment;

Fourth, demonstrate ethnic and fraternal sentiments, “helping those in need,” and mutual support;

Fifth, show the responsibility of authorities and governments in supporting people in difficult situations;

Sixth, contribute to urbanization and environmental protection for a clean, green, and beautiful environment, avoiding waste of electricity, water, and garbage infrastructure and land savings when planning and rearranging residential areas.

Acknowledging the positive results achieved, on behalf of the Government, the Prime Minister commended the efforts of ministries, branches, and localities, especially the Ministry of Construction and the Ministry of Agriculture and Environment. He also expressed gratitude to the people for yielding land for projects and to enterprises for joining hands with authorities and governments in implementing social housing projects.

However, the Prime Minister pointed out that the implementation of social housing projects is still slower than expected. He attributed this to some leaders of localities who have not paid proper attention, understood the policies thoroughly, or directed and urged the implementation with strong determination, clear focus, and high effort. There are also inadequacies in the conditions and loan procedures for investors and homebuyers. Coordination among ministries, branches, and localities when encountering difficulties is not close, effective, and timely enough, and flexibility and creativity need to be enhanced.

Particularly, the Prime Minister emphasized the need to correctly understand the very broad scope of beneficiaries of social housing policies. These policies are not only for industrial park workers but also for low-income people, the poor, those with housing difficulties, new graduates, teachers in remote areas, armed forces, border guards in border areas, and people affected by administrative boundary adjustments, among others. In other words, social housing policies are for people with low incomes and housing difficulties in general.

Regarding the orientation for the next period, the Prime Minister stated that the institutions, mechanisms, and policies have been gradually improved, and now we must effectively organize the implementation with the goal of completing at least 100,000 units this year and at least 1 million units by 2030.

To achieve this goal, the Prime Minister emphasized six groups of common and key tasks for ministries, branches, agencies, and localities:

First, the authorities, especially the leaders of the Party committees, authorities, ministries, branches, and localities, must pay attention, direct, and urge the implementation with proper attention, scope, and focus, truly for the sake of the Fatherland and the people.

Second, relevant subjects must fully grasp the guidelines, policies, and laws of the Party and the State and implement them promptly and flexibly in the specific conditions of each agency and locality.

Third, the agencies should review the policies related to accessing capital and buying, building social housing, and cut down cumbersome administrative procedures to ensure convenience for people, businesses, and related subjects.

Fourth, pay special attention to preventing corruption, negativity, and waste when the policies are relaxed.

Fifth, localities should integrate the National Target Programs to effectively implement social housing policies.

Sixth, if there are any difficulties or obstacles, they should be removed immediately at the competent level without delay.

The Prime Minister commended many localities, such as Bac Ninh, Bac Giang, Hanoi, and Ho Chi Minh City, for their great efforts and also pointed out the provinces and cities that need to make more efforts and improvements.

Establish the National Housing Fund in June 2025

According to the Prime Minister, Resolution No. 201 of the National Assembly has removed institutional bottlenecks to promote social housing development. However, to effectively implement and concretize these special mechanisms and policies, it is necessary to have the unified direction and strong administration of the Party committees, leaders of ministries, branches, and localities.

To urgently implement the Resolution of the National Assembly and the Government, the Prime Minister requested the ministries, branches, localities, and agencies to continue their leadership and direction in performing some tasks.

To build documents detailing and guiding the implementation of Resolution 201, the Ministry of Construction was assigned to coordinate with relevant ministries and branches to urgently study and build and submit to the Government for issuance of a decree detailing and guiding the implementation, ensuring its entry into force simultaneously with Resolution 201 in June 2025. The Ministry of Construction was also assigned to urgently review and cut down cumbersome procedures and study and build a project to establish the National Housing Fund, completing it in June 2025.

The Ministry of Finance was assigned to review, arrange, and balance the capital source for the Housing Fund and propose capital sources to implement social housing policies. The Ministry of Agriculture and Environment was assigned to review land and environmental policies related to social housing development.

The Chairman of the People’s Committee of the provinces and cities was assigned to issue detailed regulations on the subjects entitled to enjoy the policies according to the regulations of the Party and the State. These subjects include cases where people own houses but are far from their workplaces and are considered to enjoy social housing support policies.

The Vietnam Fatherland Front and the Vietnam General Confederation of Labour were assigned to direct the relevant agencies to deploy the special mechanisms and policies on social housing.

Regarding the propagation, dissemination, and guidance on the implementation of the Resolution, the Prime Minister directed the Ministry of Construction to coordinate with the Government Portal to promptly organize a workshop with the participation of experts on social housing policies, which will be live-streamed on various channels and social platforms.

The Ministry of Construction, ministries, branch agencies, and People’s Committees of provinces and cities shall proactively organize regular and continuous propagation and dissemination of the Resolution with practical content and suitable forms for each object.

To organize the implementation of the regulations, the ministries, branch agencies, and People’s Committees of provinces and cities shall be responsible for organizing the implementation of the special mechanisms and policies for social housing development stipulated in the Resolution of the National Assembly and the Government.

The State Bank of Vietnam was assigned to guide the conditions for borrowing capital to buy social housing towards simplicity and easy access, balancing the interests of buyers, sellers, and lenders, especially deploying a credit package for young people. On this occasion, the Prime Minister called on banks to save costs to reduce lending interest rates.

The ministries, branches, and localities should study to diversify social housing forms, especially in remote, border, and island areas, for teachers, armed forces, and doctors in these areas…

Regarding some tasks in the period from now to the end of 2025 to implement the targets for social housing development, the Prime Minister assigned the Ministry of Construction to continue inspecting, urging, and guiding localities to implement the assigned targets and orient localities to handle difficulties and obstacles in projects.

The People’s Committees of the provinces and cities shall concentrate on leading, directing, and organizing the implementation of social housing development more drastically and effectively, ensuring the completion of the assigned targets for 2025 and immediately implementing the regulations in Resolution 201 after it takes effect.

Specifically, assign investors of commercial housing projects and urban areas to directly invest in social housing construction for the 20% land fund for social housing in the project that has not been handed over or has been handed over to the State but has not selected an investor, with a requirement for investors to complete the procedures for construction within 12 months.

Immediately implement the reduction and reform of administrative procedures as prescribed in Resolution 201. Handle the existing difficulties and obstacles that have been removed in this Resolution, such as investor selection, bidding, investment and construction procedures, and determination of selling and buying prices…

Prepare resources and human resources to effectively implement this Resolution and pay attention to inspection and supervision to prevent policy abuse, corruption, negativity, and waste.

The Prime Minister requested that localities that have not yet established a Steering Committee for Social Housing Development to do so immediately to directly inspect, urge, and remove difficulties and obstacles to speed up the progress of implementing social housing investment projects in the locality, completing this task in June 2025.

Organize direct working sessions with investors to review the progress and urge investors to concentrate resources to complete the projects, proactively remove difficulties and obstacles, and guide investors to implement the laws on investment, planning, land, construction, and other relevant laws.

Urge investors of commercial housing projects to implement procedures for investing in social housing construction on the 20% land fund belonging to the project according to the 2023 Housing Law to start construction in 2025, as a basis for completing the targets in the following years.

Continue to implement the tasks and solutions assigned by the Government and the Prime Minister. Focus on leading, directing, and completing the assigned social housing targets, “adding but not reducing” the targets.

The Prime Minister assigned the Ministry of Construction to take the main role in helping the Government inspect, urge, guide, and check the implementation of the assigned tasks and targets of the ministries, branches, and localities. Every month, the Ministry of Construction shall summarize the results achieved by the localities and report to the Prime Minister for consideration and direction.

The ministries, branches, and localities shall coordinate closely with the Ministry of Construction to implement the above content with the highest determination, greatest effort, and strongest action, focusing on 6 aspects: clear assignment of people, tasks, time, responsibility, products, and authority.
