
On May 29, the Drug Administration Department of Vietnam’s Ministry of Health issued a series of decisions to revoke 294 certificates of acceptance for cosmetic products previously granted to seven companies. The affected products include popular personal care items such as shampoos, sunscreens, facial cleansers, and body washes.
The companies involved in this recall are HSD Investment and Development Co., Ltd. (Hung Yen) with 65 certificates revoked, Human Offshore Partners Software Services Co., Ltd. (Ha Dong, Hanoi) with 14, HS Alliance Co., Ltd. (Ha Dong, Hanoi) with 15, Japan Connection Trading and Investment Joint Stock Company (Ha Dong, Hanoi) with 78, BB Vietnam Trading Services Co., Ltd. (Thanh Xuan, Hanoi) with 60, and 3M-INTEL Investment and Development Co., Ltd. (Gia Lam, Hanoi) with 10. In total, 294 certificates were revoked within a single day.







According to regulations, the certificate of acceptance for cosmetic products confirms that the product has been registered and approved for circulation in the market by the responsible organization or individual. Each certificate is valid for five years from the date of issuance. Revocation can occur if the company requests a withdrawal or if the authorities find violations of the regulations.
The Drug Administration Department stated that the 294 certificates were revoked at the request of the respective companies. However, the authorities emphasized that “the withdrawal of the certificate of acceptance does not exempt the company from punishment if violations are discovered.”
This recall comes as Vietnam’s authorities tighten control over the cosmetic market, intensifying inspections and cracking down on counterfeit and substandard products.
In 2024, the Drug Administration Department received and processed 500 requests for voluntary withdrawal of imported cosmetic certificates and also revoked over 100 other certificates due to violations.
Among the products for which the above-mentioned companies voluntarily requested the withdrawal of certificates of acceptance are sunscreens, body washes, and facial cleansers, such as Shiseido ANESSA Perfect UV Suncreen Skincare milk, Oxy Deep Wash, Tsubaki Oil Extra Shampoo & Conditioner Pair Set, and Pantene Extra Damage Care, which are widely consumed in Vietnam through import channels or official distributors.
