Conclusion 160-KL/TW states: At the meeting on May 30, 2025, after hearing the report from the Central Organization Committee on the situation and progress of the implementation of the resolutions and conclusions of the Central Committee, the Politburo on the arrangement of organizational apparatus and administrative units from May 25 to May 30, 2025 (Report No. 395-BC/BTCTW dated May 29, 2025); the Government Party Committee’s report on the implementation of decentralization and empowerment associated with the implementation of the two-level local government model (Report No. 26-BC/ĐU, dated May 29, 2025); and on continuing to arrange the organizational apparatus according to the two-level local government model (Document No. 225-CV/ĐU, dated May 27, 2025), the Politburo and the Secretariat concluded as follows:

Basically agreeing with the Central Organization Committee’s report on the situation and progress of the implementation of the resolutions and conclusions of the Central Committee and the Politburo on the arrangement of organizational apparatus and administrative units (from May 25 to May 30, 2025); the Government Party Committee’s report on the implementation of decentralization and empowerment associated with the implementation of the two-level local government model; and on continuing to arrange the organizational apparatus according to the two-level local government model. Commending the efforts of the Central Organization Committee, the Central Inspection Committee, the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, the Central Mass Organizations, the provincial and municipal Party Committees… in actively and urgently deploying the contents and tasks to ensure progress and requirements. Agreeing with the proposals and recommendations of the Central Organization Committee and the Government Party Committee on focusing on the task of arranging the organizational apparatus and administrative units, ensuring progress and requirements according to the resolutions and conclusions of the Central Committee, the Politburo, and the Secretariat.

In the context of a large amount of work left in a short time, it is required that Party committees and organizations continue their efforts and focus on leading and directing the urgent completion of the contents and tasks according to the progress and requirements set out in the directives and conclusions of the Politburo, the Secretariat, and the Central Steering Committee for the Summary of Resolution 18 (including Conclusion No. 155-KL/TW dated May 17, 2025; Conclusion No. 157-KL/TW dated May 25, 2025 of the Politburo and Document No. 51-CV/BCĐ dated May 27, 2025 of the Central Steering Committee for the Summary of Resolution 18).

Politburo and Secretariat members who are assigned to direct the Party Committees of ministries, central agencies, and provincial and municipal Party Committees directly under the Central Committee to implement Resolution 11 of the Central Committee continue to urge and monitor the situation, and promptly direct the implementation of tasks, guide and solve difficulties and problems arising, ensuring progress and requirements in arranging the organizational apparatus and administrative units.

Assigning the Central Committees of the Party, the Government Party Committee, the Party Committees of ministries, branch agencies, and provincial and municipal Party Committees to seriously implement the establishment of a standing branch according to Conclusion No. 155-KL/TW dated May 17, 2025 of the Politburo and the Secretariat; leading and directing the standing branch to maximize its role and responsibility in receiving, guiding, and answering contents, proposals, and recommendations reflected by agencies, units, and localities to ensure progress and requirements in arranging the organizational apparatus and administrative units.

Assigning the Government Party Committee, the Party Committees of ministries and branch agencies, especially the leaders, to take responsibility for directing the completion of the contents according to the progress and requirements of the conclusions of the Politburo, the Secretariat, and Document No. 51-CV/BCĐ dated May 27, 2025 of the Central Steering Committee for the Summary of Resolution 18 on the promulgation of legal documents, documents stipulating the functions, tasks, organizational apparatus of local governments at provincial and communal levels, and guiding documents on the transfer of tasks being performed… as a basis and orientation for localities to implement the arrangement of organizational apparatus and personnel arrangement at provincial and communal levels; paying attention to studying and reviewing relevant reflections and recommendations on decentralization and empowerment to adjust and supplement, creating favorable conditions for localities to complete the arrangement of organizational apparatus at provincial and communal levels, contributing to local development.

Comprehensively assessing the capacity, resources, and ability to receive 1,060 tasks and powers of the communal level

Agreeing with the principle of decentralization and empowerment associated with the implementation of the two-level local government model as proposed by the Government Party Committee. Assigning the Government Party Committee to lead and direct the Party Committees of the Ministry of Justice and the Ministry of Home Affairs to take responsibility for appraising the decentralization and empowerment in accordance with the direction and requirements of the Politburo and the Secretariat, especially the direction of the General Secretary. Urgently completing draft decrees and documents on decentralization and empowerment in various fields, organizing consultations with central agencies and provinces and centrally-run cities before June 5, 2025; synthesizing and completing the drafts, publicly announcing and organizing training conferences before June 15, 2025.

The Government Party Committee leads and directs the focus on building and promulgating management processes in the direction of reducing intermediate stages and administrative procedures; comprehensively assessing the capacity, resources, and ability to receive 1,060 tasks and powers of the communal level to perform assigned tasks; building a roadmap for decentralization between the central and local levels and between the two levels of local government to ensure appropriateness; at the same time, in the process of organization and implementation, there must be inspection, guidance, and strict control.

Agreeing to reorganize 20 regional tax branches into 34 provincial/city tax branches

The Politburo and the Secretariat agreed with the proposal of the Government Party Committee on reorganizing 20 regional tax branches into 34 provincial/city tax branches; reorganizing 63 regional statistical offices into 34 provincial/city statistical offices; reorganizing 35 regional social insurance branches into 34 provincial/city social insurance branches (according to administrative units at the provincial level); maintaining 20 regional customs branches, 20 regional state treasuries, 15 regional state reserve branches, and 15 regional branches of the State Bank and adjusting the management scope to match the arrangement of administrative units at the provincial level.

Assigning the Government Party Committee to lead and direct the Party Committees of the Ministry of Justice and the Ministry of Home Affairs to coordinate with relevant agencies to build a scheme to rearrange the organization of the enforcement system (similar to the scheme of the People’s Court and the People’s Procuracy) synchronously with the arrangement of administrative units at the provincial level, organizing the two-level local government model (including the organizational system of administrative agencies and Party organizations) to ensure compactness and efficiency, effectiveness, and efficiency. Report to the Politburo and the Secretariat for consideration and decision in June 2025.

Assigning the Party Committee of the Fatherland Front and the Central Mass Organizations to urgently issue Guidance on arranging the organizational apparatus of the Fatherland Front Committees and mass organizations at the provincial and communal levels, specifically guiding the authority and termination of activities of the Fatherland Front Committees at the provincial, district, and communal levels under merger and consolidation to serve as a basis and orientation for localities to implement uniformly; completing it by the first week of June 2025; at the same time, it is necessary to fully and promptly perform the assigned tasks in Plan No. 47-KH/BCĐ dated April 14, 2025 of the Central Steering Committee for the Summary of Resolution 18 (especially guiding localities to arrange socio-political organizations and mass organizations assigned by the Party and the State under the Fatherland Front Committees at the provincial and communal levels synchronously with the merger of administrative units and the operation of provincial and communal agencies).

Urgently completing the online training program

Assigning the Ho Chi Minh National Academy of Politics, in coordination with relevant agencies and units, to urgently complete the contents and programs of online training on professional and vocational knowledge related to Party building and state administration for new communal-level officials and employees; organizing the implementation in the first week of June 2025 to serve as a basis for the provincial and municipal Party Committees to guide the contents according to their competence.

Party committees and organizations at the central level and provincial and municipal Party Committees strengthen the leadership and direction in organizing party congresses at all levels to ensure progress and requirements according to Directive No. 45-CT/TW of the Politburo and guiding documents of the Central Committee.

Assigning the Sub-Committee for Documents and the Sub-Committee for Socio-Economic Affairs of the 14th Party Congress to direct and guide the construction of documents of party congresses at the provincial and communal levels under merger and consolidation, ensuring synchronism and uniformity in building new targets and comprehensively synthesizing, comparing, and analyzing data.

Assigning the Standing Committees of the Provincial and Municipal Party Committees: To urgently complete the project of establishing party committees and appointing party committees, standing committees, secretaries, deputy secretaries of party committees; assigning the leadership of people’s councils and people’s committees and agencies of the political system; arranging personnel for communal-level agencies before June 10, 2025; arranging and equipping offices and working conditions for new communal-level agencies, completing before June 10, 2025; Organizing the trial operation of the Party, State, Fatherland Front, and mass organizations at the communal level to research, draw experience, and promptly adjust reasonably to ensure smoothness when officially operating.
