The Hanoi People’s Committee has issued a decision to amend certain contents of Decision 58/QD-UBND dated January 5, 2009, regarding the revocation of 82,702 sq. m of land in Trung Van, Tu Liem District, and transferring it to Construction Investment Joint Stock Company No. 4 for investment in synchronous technical infrastructure construction of the Dong Nam Lang Ha – Thanh Xuan extended residential group.
The amendments include:
1. Changing the project name from “Investment in synchronous technical infrastructure construction of the Dong Nam Lang Ha – Thanh Xuan extended residential group (phase 1) in Trung Van, Tu Liem District” to “Investment in the construction of the Dong Nam To Huu residential group in Trung Van Ward, Nam Tu Liem District.”
2. Adjusting the total land area from “82,702 sq. m” to “38,550 sq. m.”

Dong Nam Lang Ha – Thanh Xuan Extended Residential Group Project Perspective
For low-rise residential land plots:
TT-01 land plot: Land use scale of 5,448 sq. m (1,360 sq. m for internal traffic roads; 4,088 sq. m for construction works)
TT-02 land plot: Land use scale of 3,386 sq. m (1,349 sq. m for internal traffic roads; 2,037 sq. m for construction works)
TT-03 land plot: Land use scale of 6,961 sq. m (1,628 sq. m for internal traffic roads; 5,333 sq. m for construction works)
For the HH-02A land plot for social housing investment: A land use scale of 2,726.1 sq. m (20% land fund); implemented under a separate project approved by the Hanoi People’s Committee for investment. The form of land use is land allocation with land use levy collection, with land use levy exemption as prescribed.
The land use duration is until June 26, 2070 (for the investor), and stable long-term use for those who buy houses associated with land use rights.
For the HH-01 land plot for housing, public service, commercial, and office investment: A land use scale of 6,247 sq. m. Of which, 689 sq. m is for internal traffic roads and 5,558 sq. m is for mixed-use.
For the land area used for internal traffic roads: The form of land use is land allocation without land use levy collection. After project completion, the investor shall be responsible for handing over technical infrastructure works to specialized management agencies as prescribed.
For the NT land plot for kindergarten investment: A land use scale of 4,033 sq. m. Of which, 1,137 sq. m is for internal traffic roads and 2,896 sq. m is for construction works.
The remaining 9,749 sq. m is for inter-regional, regional, sub-regional traffic roads and technical infrastructure construction.
The Hanoi People’s Committee assigns Construction Investment Joint Stock Company No. 4 to coordinate with the Department of Natural Resources and Environment to implement procedures for land price determination and actual land handover. At the same time, they shall coordinate with other agencies to fulfill financial obligations and implement the project as prescribed.
After completing the above contents, the investor shall contact the Hanoi Department of Land Registration for guidance on procedures for the issuance of land use right certificates and ownership of assets attached to the land according to regulations.
