General Secretary To Lam highlighted the cultural and historical similarities between Gia Lai and Binh Dinh, noting their shared revolutionary tradition and spirit of self-reliance, mutual support, and aspiration for progress. He emphasized that the connection between the highlands and the coast through National Highway 19 and the Quy Nhon-Pleiku expressway will form an East-West economic corridor, potentially revolutionizing logistics, transportation, trade, and regional linkage.

General Secretary To Lam outlined the need for the new Gia Lai province to focus on developing a balanced and integrated model, emphasizing inter-regional connectivity and comprehensive linkage. One strategic priority is to revolutionize inter-regional infrastructure and modern logistics services. The province should identify and implement three fundamental and leading breakthrough strategies for the new phase: institutional development breakthroughs, shifting from management to “creation” and “service”; infrastructure linkage breakthroughs, building a material foundation for rapid and sustainable growth; and human resource breakthroughs.
After the reports and discussions, General Secretary To Lam concluded that the proposal to merge Kon Tum and Quang Ngai provinces is in line with the development strategy for the region and the country. The merger will create a new administrative unit with a large scale and potential for significant growth, becoming a crucial driver of development in the Central – Highlands region. He emphasized that the new Quang Ngai province will possess a unique dual advantage, harmoniously combining geo-strategic depth with ecological and economic diversity. Therefore, the province’s positioning in the regional development linkage should be re-evaluated, placing it in the East-West economic corridor strategy that connects the Central Highlands, the South of Laos, Northeast Cambodia, and Thailand.
